According to the service <br />technician, there was approximately one -to -two cups of diesel fuel inside the UDC. Did not observe any recordable <br />release statements during inspection. Any release from the primary containment that does not escape the <br />secondary containment and was cleaned up within eight hours of being detected shall be recorded with the following <br />information: <br />1. Operator's name and phone number <br />2. List of types, quantities, and concentrations of hazardous substances released <br />3. Description of actions taken to control and clean the release <br />4. Method and location of disposal of the released substances <br />5. Description of actions taken to repair and prevent future releases <br />6. Description of method used to reactivate interstitial monitoring after repair or replacement of primary <br />containment <br />Immediately record this release with the information required, and maintain it on site with the facility's monitoring <br />records. Submit a copy of the recordable release statement to the EHD. <br />This is a Class II violation. <br />306 <br />CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br />The 87 -product, 460 annular sensor, took approximately 20minutes to alarm when tested in water. All monitoring <br />equipment shall be installed and maintained such that the equipment is capable of detecting a leak at the earliest <br />possible opportunity. Additionally, all monitoring equipment used to satisfy the requirements of this article shall be <br />installed, calibrated, operated, and maintained in accordance with section 2638. Immediately maintain all monitoring <br />equipment to detect a leak at the earliest opportunity. Obtain a permit by EHD if needed. <br />This is a Class II violation. <br />313 <br />HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product -tight. <br />In under dispenser containment (UDC) 3/4, a drip of diesel from the diesel fuel filter released into the UDC, <br />indicating a leak in the primary piping. During the inspection, the service technician tightened the fuel filter. After <br />approximately one hour, the fuel filter was re-examined and observed to have a drip on the bottom of the fuel filter. <br />All primary containment for the UST system must be tight. Immediately have a properly licensed, trained, and <br />certified contractor repair or replace the failed component under permit and inspection of the EHD. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork within 30 days of receipt of this report. <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />FA0007140 PR0506004 SC001 03/26/2018 <br />EHD 23-01 Rev. 10/31/2017 Page 4 of 5 Underground Storage Tank Program OIR <br />1868 E.
