If water could enter into the secondary <br />containment by precipitation or infiltration, it must be removed and disposed of properly. Immediately remove this <br />liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage it accordingly. <br />Ensure that the 87 STP sump and 87, 89, and 91 fill sumps are maintained free of liquid. <br />This is a minor violation. <br />323 <br />CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br />The 91 product VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br />detecting a 3 -gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it <br />passed. <br />This was corrected on site. <br />This is a minor violation. <br />324 <br />CCR 2635(b) No spill bucket installed or failed to provide a means to keep it empty. <br />The 89 and 91 product spill containers contained a couple cups of liquid and debris. All USTs shall be equipped with <br />a spill container that has a minimum capacity of five gallons and a drain valve that allows drainage of the collected spill <br />into the primary container or provide a means to keep the container empty. Immediately contact a properly licensed, <br />trained, and certified contractor to install an approved spill container under permit and inspection of the EHD. If a spill <br />container can't be installed immediately, there is a possibility that the 89 product UST system may be red tagged to <br />prevent fuel inputs. <br />This is a minor violation. <br />325 <br />CCR 2635(b) Spill container failed to contain a minimum capacity of five gallons. <br />The 89 product spill container failed when tested. All spill containers shall have a minimum capacity of five gallons <br />and be capable of containing a spill or overfill until it is detected or cleaned up. Immediately contact a properly <br />licensed, trained, and certified contractor to repair or replace the spill container under permit and inspection of the <br />EHD. <br />This is a repeat violation, Class 11. <br />Overall Inspection Comments: <br />On site on March 3, 2016 to perform an annual monitoring system certification, spill container, and line leak <br />detector inspection. Permission to do the inspection, take photos, and collect samples, if needed, was given by <br />Harry Singh, Manager. <br />An inspection report was not provided to the facility operator on March 3, 2016, day of the inspection.
