Tracy Blvd. <br /> Tracy, CA. 95376 <br /> The San Joaquin County Environmental Health Department (EHD) has completed the review of the <br /> application for a permit to remove and replace 6 new Gilbarco Encore 3+0 dispensers, remove and <br /> replace all existing under dispenser containments (UDCs) with new Bravo B-8000 double wall UDCs, <br /> replace all UDC penetration fittings with new Bravo UDC penetration fitting, relocate existing electronic <br /> line leak detectors from bottom of submersible turbine pump (STP) to top of STP, replace all tank <br /> sump sensors in the fill and STP sumps with new Veeder Root 209 sensors, replace Phil-tite spill <br /> containers with OPW VR-102 fill and vapor spill containers on all tanks, install new drop tubes and <br /> overfill valves and remove ball valve cages on all fill sumps on all tanks, break concrete around all <br /> UDCs, install new PLLD in 87 tank, install new Bravo deflector plates on all UDCs, and perform a cold <br /> start on the underground storage tank (UST) system at the above noted address. To date, all the <br /> inspections has been completed, except for the post-secondary containment testing on all impacted <br /> sumps. The permit has been approved with the following conditions: <br /> 1. Contact the local fire department and the San Joaquin Valley Air Pollution Control District for <br /> any applicable permits and requirements. <br /> 2. Any changes in information and scope of work must be submitted to EHD for approval prior to <br /> commencing work. All new addenda supersede the previous ones. <br /> 3. Contact Betty Ho at (209) 468-3455 to arrange the following inspection appointments (a 48- <br /> hour notice is required for inspection appointments). Please be aware that inspections for <br /> emergency work must be scheduled within five days of permit approval. <br /> a. Observe and witness soil sampling by an independent third party sampler of native soil <br /> below all removed UDCs and piping. Completed 3/21/2018 <br /> b. Sensor functionality and ISD program functionality: Functionality of the monitoring system <br /> must be verified to ensure that monitoring has been restored to meet the requirements of <br /> Title 23 California Code of Regulations and the Health & Safety Code. A copy of the alarm <br /> history shall be printed prior to performing the "cold start" of the Veeder Root system and <br /> made available at the time of EHD inspection. Completed 4/10/2018 <br /> c. Leak detector test: Leak detector must be tested to confirm that the device can detect a <br /> leak of 3 gallons per hour at 10 psi. Completed 4/10/2018 <br /> d. Overfill prevention verification: Measurement of drop tubes to verify 95% tank volume shut <br /> off.
