The 323 sensors in under dispenser containments (UDCs) 1-2 and 3-4 were leaning at an approximately 45 -degree angle and not located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The sensors were relocated to an up -right vertical position by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This was corrected on site. This is a Class II violation. 313 HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product -tight. Seepage was observed at and below the shear valve in under dispenser containment (UDC) 11-12, indicating a leak in the primary piping. All primary containment for the UST system must be tight. Immediately have a properly licensed, trained, and certified contractor repair or replace the failed component(s). The service company must provide the following documentation to the tank owner/operator for inspector review during the annual UST inspection: description of parts installed, if applicable; name and UST ICC number of service technician doing the work (manufacturer certification proof); and testing done to verify functionality of the repair. This is a minor violation. 315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul 2003). A trace of liquid was observed in the 87- and 91 -product submersible turbine pump (STP) sumps. If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. The service technician removed the trace of liquid in both STP sumps. Ensure that the 87- and 91 -product STP sumps are maintained free of liquid. This was corrected on site. This is a minor violation. 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. The 87 -product VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting a 3 -gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it passed. This was corrected on site. This is a repeat violation, Class II. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by June 7, 2017.
