Monitoring equipment shall be maintained to be <br />able to detect a leak at the earliest possible opportunity. The sensors were relocated to an up -right vertical position <br />by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest <br />opportunity. <br />This was corrected on site. <br />This is a Class II violation. <br />313 <br />HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product -tight. <br />Seepage was observed at and below the shear valve in under dispenser containment (UDC) 11-12, indicating a leak <br />in the primary piping. All primary containment for the UST system must be tight. Immediately have a properly <br />licensed, trained, and certified contractor repair or replace the failed component(s). The service company must <br />provide the following documentation to the tank owner/operator for inspector review during the annual UST <br />inspection: description of parts installed, if applicable; name and UST ICC number of service technician doing the <br />work (manufacturer certification proof); and testing done to verify functionality of the repair. <br />This is a minor violation. <br />315 <br />HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul 2003). <br />A trace of liquid was observed in the 87- and 91 -product submersible turbine pump (STP) sumps. If water could <br />enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. <br />The service technician removed the trace of liquid in both STP sumps. Ensure that the 87- and 91 -product STP <br />sumps are maintained free of liquid. <br />This was corrected on site. <br />This is a minor violation. <br />318 <br />CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br />The 87 -product VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br />detecting a 3 -gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it <br />passed. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by June 7, 2017. <br />FA0007787 PR0508452 SCO01 05/08/2017 <br />EHD 23-01 Rev. 09/22/16 Page 5 of 6 Underground Storage Tank Program OIR <br />
