KLEINF-EL ER
Bright People.Fight Solutiom
to initiating the field activities (copy of permit in Attachment C). Underground Services Alert
and the local fire department were contacted prior to field activities.
FIELD ACTIVITIES
The original UST location on the east side of French Camp Road (Plate 2) was re-
excavated by Kleinfelder and observed on September 26, 2013. Kleinfelder personnel
collected soil samples at and beneath the estimated UST elevation and from the
excavated and stockpiled soil. The soil samples were analyzed per the directives of
SJCEHD and for soil profiling purposes, assuming potential disposal. Personnel present
during the field activities included Mesdames Stacy Rivera and Thuy Tran from SJCEHD,
Mr. Josiah Hall of PB, Mr. Paul McConahey from the Stockton Fire Department, and
Messrs. Vincent Wang and Doug Heard from Kleinfelder.
UST Preparation, Transportation and Disposal
RAH Environmental from Loomis, California (RAH) arrived at the Site on September 26,
2013 with a backhoe to excavate the former UST area and to load the UST onto a
transportation truck provided by C&H Veteran Enterprises, Inc. (C&H). Prior to UST
loading and transport RAH inserted approximately 20 pounds of dry ice into the UST and
monitored gas levels within the UST using a Lower Explosive Limit meter to evaluate fire
and explosion hazards. The gases monitored included methane, oxygen, hydrogen sulfide
and carbon monoxide. RAH labeled the tank and wrapped it in plastic sheeting prior to
transportation.
C&H, a licensed hazardous waste transporter, transported the UST for disposal to Ecology
Control Industries in Richmond, California. The "Uniform Hazardous Waste Manifest" is
located in Attachment D.
UST Excavation and Soil Sampling
RAH began excavation in the area of the reported UST (see Photograph 1 and 2, Plate 3)
on September 26, 2013. The final excavation was oblong with approximate dimensions of
12 x 10 x 9 feet deep (Photograph 4, Plate 4). The digging was noted to be relatively easy
with soils noted to be predominantly silty sands with some clay. No unusual odors or soil
discoloration was noted within the excavation, from soil excavated or exposed in the
immediate proximity to the UST. No tank backfill material or water was observed in the
excavation. Roadway fill material, consisting of aggregate base rock was noted in the
upper foot of the soil profile.
125819.E01/ST013RO732 Page 3 of 10 December 11, 2013
Copyright 2013 Kleinfelder
