0 <br /> f�LEO/VE Ri E <br /> Blight People.Right Solutiom <br /> was constructed of single wall steel and was noted to have been caved-in, reportedly by <br /> heavy grading equipment (Photograph 3, Plate 3). <br /> The tank was approximately 4 feet in diameter and approximately 6 feet long with an <br /> estimated capacity of 550 gallons. The metal tank appeared in good condition although <br /> the tank had been damaged and breached on both ends. Strong chemical odors were <br /> detected near the damaged areas of the tank. Kleinfelder probed the tank through a <br /> breached area and although no free liquid was observed, a saturated soil sample was <br /> collected from within the tank using a cleaned hand sampler and a new stainless steel <br /> tube. It was presumed that the soil sampled from within the tank had caved into the <br /> tank during initial discovery and subsequent tank removal and fell into an unknown <br /> amount of remaining liquid, saturating the soil. The soil sample was collected and <br /> analyzed to evaluate the likely contents of the UST and to develop an appropriate <br /> sampling protocol to satisfy the San Joaquin County Environmental Health Department <br /> (SJCEHD). This analytical data was also used to facilitate stockpile soil profiling and <br /> for UST disposal purposes. <br /> Kleinfelder on behalf of PB, contacted SJCEHD to notify them of the UST disposition <br /> and to begin preparing the necessary permits and logistics to dispose of the tank and <br /> perform testing of the former UST area. Kleinfelder discussed the results from the soil <br /> sample collected from within the UST with the SJCEHD case worker, Ms. Stacy Rivera. <br /> The test results for this sample are summarized, in part, on attached Table 1 with a <br /> copy of the laboratory report in Attachment A. Based on these analytical results, <br /> SJCEHD determined that the former tank pit soil sampling protocol should follow a <br /> kerosene and leaded gasoline fuel mixture per the County's guidelines summarized on <br /> "Table 2, Recommended Minimum Verification Analyses for UST Investigations (EH 23 <br /> 046, Revised 4/30/13)". A copy of this table is included in Attachment B. <br /> Kleinfelder referenced the San Joaquin County Public Works, Figure 2-35, "Lines of <br /> Equal Depth to Groundwater, Spring 2012, and Figure 2-33, "Lines of Equal Depth to <br /> Groundwater, Spring 2012," for the site area to evaluate groundwater data. Based on <br /> these figures depth to groundwater is approximately 25 feet below ground surface with <br /> a groundwater flow direction to the northeast. <br /> PERMITTING AND PREFIELD ACTIVITIES <br /> Kleinfelder submitted an Application for UST Closure Permit, Service Request form for the <br /> tank removal and fees to SJCEHD.
