Found near used metal oil filters storage area. <br /> -One 5 gallon bucket with used oil observed with no lid for bunghole. Operator corrected on site by replacing lid. <br /> -One 15 gallon drum with oily water observed with no lid. Found outdoor adjacent to mechanic shop. <br /> -One 5 gallon bucket with used oil observed with no lid. Found inside mechanic shop. <br /> -One 5 gallon bucket with used oil and metal parts in bucket observed with no lid. Found in used oil tank room. <br /> -One oil pan with used oil observed with no lid. Found outdoors adjacent to mechanic shop. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> OBSERVATION: The following were observed outdoors adjacent to mechanic shop: <br /> -Approximately nine empty 55 gallon drums formerly containing oil observed with no date they were emptied. <br /> Operator states that all containers have been onsite longer than one year. <br /> -Three empty 15 gallon drums formerly containing oil observed with no date they were emptied. <br /> The following were observed with in the used metal oil filters storage area: <br /> -One empty 55 gallon drum formerly containing oil observed with no date they were emptied. Operator states drum <br /> has been empty for longer than one year. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br /> within one year of that date. Manage the container per Title 22 CCR section 66261.7.
