Appendix E contains the certified laboratory analytical reports and Stantec Lab <br /> Validation Forms for groundwater monitoring and sampling. Appendix F contains Unocal and <br /> Morton Operable Unit field data sheets (from Wallace-Kuhl Associates [Wallace-Kuhl]). Appendix <br /> G includes groundwater extraction and treatment system laboratory analytical reports, chain-of- <br /> custody documentation and product recovery system field data sheets. Appendix H contains <br /> the soil vapor point certified analytical report. <br /> 1.2 SITE AND SURROUNDING AREA <br /> The Site is currently owned by the City of Stockton,which refers to the Site and surrounding area as <br /> "Parcel 2A". The Site currently consists of relatively flat, fallow land and is mostly undeveloped <br /> except for the Delta View Apartments located on the western and southern portion of the Site. A <br /> State Department of Motor Vehicles (DMV) building resides to the southeast of the Site. The <br /> Stockton Deep Water Channel (McLeod Lake), Tuleburg Levee, Weber Avenue, and an office <br /> building complex are located north of the Site. The Mormon Slough runs northwest to southeast of <br /> the Site from the Stockton Deep Water Channel. The Work Net building is southeast of the Site <br /> across North Lincoln Street and the Children's Museum is located several 100 meters east of the <br /> Site across North Lincoln Street on the south side of West Weber Avenue. <br /> • During a December 2, 2002 meeting with the RWQCB-CVR, environmental management of the <br /> Parcel 2A area was divided into three operable units (OUs): L&M OU; Unocal OU (UOU); and <br /> Morton OU (MOU). The L&M OU was established to direct investigations in the area south of West <br /> Weber Avenue, west of the midline of the former Harrison Street, east of North Edison, and north of <br /> former Main Street (Appendix A). This OU includes monitoring wells MW-9, 2AMW-12 through <br /> 2AMW-14, MW-16 through MW-28, MW-31, MW-34, MW-42 through MW-52, and MW-54 through <br /> MW-74. The OU also includes dual phase extraction (DPE) wells DPE-1 through DPE-13; the DPE <br /> network once included well MW-40 which was converted to a DPE well permanently during the <br /> second quarter 2007, but was abandoned during the fourth quarter 2008 due to the City of <br /> Stockton's excavation activities at the UOU. The L&M OU Site wells are monitored and sampled in <br /> accordance with MRP No. R5-2012-0805. The UOU was established to direct investigations from <br /> West Weber Street south to the former Main Street and from the midline of the former Harrison <br /> Street east to Lincoln Street. The UOU includes monitoring wells MW-3, MW-7, MW-37 and MW-38 <br /> and environmental monitoring of the UOU is the responsibility of the City of Stockton under a <br /> separate MRP. The MOU was established to direct investigations from the middle of the former <br /> Main Street down to the southern boundary of Parcel 2A and from the midline of the former <br /> Harrison Street east to Lincoln Street. The MOU includes monitoring well 2AMW-15 and <br /> environmental monitoring of the MOU wells is the responsibility of the City of Stockton under a <br /> separate MRP. Currently, oversight of environmental management responsibilities of the L&M OU is <br /> retained by Stantec on behalf of CEMC and P66, and oversight of the UOU and MOU is performed <br /> by Wallace-Kuhl on behalf of the City of Stockton. <br /> • <br /> ® Stantec 2 <br />
