SAN10 A Q U I N Environmental Health Department <br /> COUNTY--- <br /> Complaint Record Daily Time and Activity Summary from 5/29/2017 to <br /> 5/29/2020 for C00049558 located at <br /> 850 ROTH RD <br /> Activity Date Recorded by <br /> 04/01/2019 Received the complaint at 11:42 a.m. Spoke with Jamie Forbing with the PE 2546 ALANIZ <br /> 252 min Lathrop/Manteca Fire Department. The spill had just occurred. A FedEx truck SC 544 <br /> had a punctured saddle tank that held up to 100 gallons of diesel fuel. The saddle <br /> tank was taken off of the truck and the spill was contained. <br /> Called and spoke with the truck driver, Guillermo Valencia (209) 603-7761. 1 <br /> informed him who I was and that I was leaving to go to the spill. Roneel Singh, <br /> 209-355-9782, an in house spill team for the base, was also on site. <br /> Left for the site at 12:03 p.m. and arrived at 12:30 p.m. Diesel fuel was observed <br /> near the railroad on the western side of the tracks. It was not observed on the <br /> eastern side of the tracks going westbound. The diesel trail went through the first <br /> gate at 700 Roth Rd and ended at the second gate near building 550. Absorbent <br /> was put on the areas where the truck stopped at the gate houses. There were <br /> several diesel saturated areas where the truck stopped en route to the second <br /> gate house. <br /> Met with the station manager, Donney. He directed me toward the station <br /> Environmental Specialist, Douglas Guenther, 831-236-6346. 1 went over the EHD <br /> spill process. Examined the spill area and observed what was mentioned above. <br /> There was one storm drain near where the spill happened but no fuel was <br /> observed in it. <br /> Left site at 1:44 p.m. At this time, there was a problem with Union Pacific that <br /> occurred. I needed to get on the other side of the tracks but it was blocked. Took <br /> the freeway and went around. The tracks were still blocked. No diesel was <br /> observed on the eastern side of the tracks. The train had still not moved yet. <br /> Made it back to EHD at 2:54. <br /> Called Guillermo Valencia at approximately 3:24. He gave me the information for <br /> his supervisor, Jeff Tomphson (209-466-1776). Called Jeff and he gave me the <br /> information for the FedEX environmental contact, Keith Winter(501-303-7034). <br /> Called Keith and he informed me that all spills are handled by Environmental <br /> Restoration (ER). Keith gave me the billing information and I uploaded it into EC. <br /> He told me to call Mike Wendling (ER) at 618-696-1420 to discuss the cleanup. <br /> Called Mike and discussed the cleanup. Patriot Environmental was contracted to <br /> go to the site to do the cleanup. Updated the on-call person, Garrett Backus. I <br /> also updated Dougals Guenther. Wrote a notice to abate and emailed it to Keith <br /> at Keith.winter@fedex.com. <br /> 04/01/2019 5:30 pm. Called Mike Wendling, consultant for Fed Ex, Environmental PE 2546 BACKUS <br /> 12 min Restoration, 618-696 - 1420 and asked him about the cleanup progress. Mike SC 907 <br /> said Patriot Environmental will conduct the cleanup starting within the next few <br /> hours. I asked Mike to call me when the cleanup is nearing completion. <br /> 04/02/2019 Printed photos provided by Lupe of Patriot Environmental by text at 3 am, 4-2-19, PE 2546 BACKUS <br /> 18 min for the complaint file. The photos show the cleanup to be complete and ten SC 544 <br /> 55-gallon drums of cleanup waste. <br /> John Alaniz will do an inspection today to verify complete cleanup. <br /> Page 2 of 6 <br />
