SAN ) O A Q U I N Environmental Health Department
C 0LJ N I Y- -
Complaint Record Daily Time and Activity Summary from 5/29/2017 to
5/29/2020 for 000049558 located at
850 ROTH RD
Activity Date Recorded by
04/03/2019 Receive a call from Mike Wendling telling me Lupe Baeza was on site doing PE 2546 ALANIZ
228 min further cleanup. Called Lupe at 707-672-5507. He was ready for me to go to the SC 544
site. Left to the site at 8:36 and arrived at 8:54 a.m. Met with Lupe at the second
gate house. The area was further cleaned up. There was a diesel smell in the soil
where it met the asphalt. More dirt was dug up and diesel started to leak from the
asphalt into the dirt. A trench was dug where the diesel pooled and absorbent was
put in it. Once Patriot leaves, a boom is going to be put in the trench and covered
with plastic. After the rain ends, Patriot is going to go and take the boom out. So
far, a total of fourteen 55 gallon drums have been generated. The waste is going
to be handled as a hazardous waste.
Sent the following email to Keith and Mike: I went by the facility again today.
When I arrived on site, there was a diesel smell in the soil. When Patriot
excavated down (directly next to the road), a diesel/water mixture started to come
out of the road. All the other locations were cleaned to EHD standards. The
current plan is to place absorbent in the area where the diesel was leaking out.
After a few days it will then be checked on. If no more diesel is leaking out, then
that last area will be deemed clean to EHD standards. I do know that there are
going to be people from the base assessing the spill as well. They may have
further/additional requirements.
The other thing I want to mention is that a Cal OES spill report should be created
for this incident. The number to call would be (800) 852-7550.
Received an email from Douglas Guenther saying: Thank you for the update. I am
forwarding this on to the AAFES Plant Manager
Kent Altom (209) 234-3705/cc'd as this remaining cleanup area is on AAFES
property (not Sharpe Army Depot) and they would make any decisions regarding
cleanup in that area. Any questions please contact me.
Emailed Kent Alton <altom@aafes.com> asking for the property owner
information. Called him at 209-234-3705 and spoke with another person who
informed me that the best address would be 700 Roth RdFrench Camp, CA 95231
ATTN Kent Altom.
Completed the prop 65 the photo logs from the previous days.
Received pictures of the contained cleanup area and the manifest from J
Guadalupe Baeza <gbaeza@patriotenviron mental.com>
Received an email from Kent telling me the address is: Exchange West Coast DC
700 East Roth Road
Bldg 549
French Camp, CA 95231
Corrected the Prop 65.
04/08/2019 Received a call from J Guadalupe Baeza <gbaeza@patriotenviron mental.com> PE 2546 ALANIZ
18 min 707-672-5507.
