CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
MONITORING AND REPORTING PROGRAM NO.
WESTERN FARM SERVICE, VERNALIS
SAN JOAQUIN COUNTY
This fertilizer facility handles bulk fertilizers and packaged pesticides. A preliminary groundwater
investigation has found nitrate, ammonia, fumigants, and pesticides in the shallow groundwater at
concentrations exceeding water quality objectives.
This monitoring and reporting program is issued pursuant to Water Code Section 13267. Prior to
construction of any new groundwater monitoring wells or extraction wells, the Discharger shall submit
plans and specifications to the Board for review and approval. Once installed, all new wells shall be
added to the monitoring program, and shall be sampled and analyzed according to the schedule below.
GROUNDWATER MONITORING
There are currently three monitoring wells at the site, as shown in Attachment 1. The groundwater
monitoring program for wells MW -1 through MW -3, and any wells installed subsequent to adoption of
this Order, is listed below. Sample collection and analysis shall follow standard EPA protocol. A bailer
must be used to collect the water for all volatile and fumigant analyses.
Constituents
Depth to Groundwater
Volatile Organic Compounds
Fumigants (EDB and DBCP)
Carbamate pesticides
Organophosphorus pesticides
Nitrate -N
Ammonia -N
Sampling
Frequency
Quarterly
Quarterly
Quarterly
Quarterly
Quarterly
Quarterly
Quarterly
Any well(s) installed subsequent to issuance of this Order shall be added to the monitoring program.
The first quarter that the well(s) is sampled, the groundwater shall be analyzed for the above
— constituents and the following additional scans: organochlorines (EPA 8080), chlorinated herbicides
(EPA 8150), and triazines (EPA 619). If any chemical in any of these scans is detected, then that scan
shall be added to the monitoring program for all wells.
Our mission is to preserve and enhance the quality of California's water resources, and
I ensure their proper allocation and efficient use for the benefit of present and future generations.
Recycled Paper
Test
Units
Method
Feet
--
µg/1
EPA 8010
µg/1
EPA 504
µg/1
EPA 632
µg/1
EPA 8140
mg/l
EPA 300.0
mg/1
EPA 350.3
Sampling
Frequency
Quarterly
Quarterly
Quarterly
Quarterly
Quarterly
Quarterly
