s <br />MONITORING AND REPORTING PROGRAM 2 <br />WESTERN FARM SERVICE, VERNALIS <br />SAN JOAQUIN COUNTY <br />REPORTING <br />Quarterly reports shall be submitted to the Board by the 30th day of the month following the end of <br />each calendar quarter (i.e., by 30 January, 30 April, 30 July, and 30 October) until such time as the <br />Executive Officer determines that the reports are no longer necessary. Each quarterly report shall <br />include (a) a groundwater contour map, (b) chemical concentration maps, (c) a description of the <br />quarterly sampling event including field notes, (d) a description of the status of any ongoing <br />investigation or remediation, (e) an analysis of whether the contaminant plume is being captured by the1 <br />extraction system, (f) tables containing the water quality analytical data, depth to groundwater, and free <br />product thickness, and (g) a copy of the laboratory analytical data report. r' <br />An annual report which evaluates the effectiveness and progress of the investigation and remediation <br />shall be submitted to the Board by 30 January of each year. This annual report may be substituted for <br />the fourth quarter monitoring report. The annual report shall contain the following minimum <br />information: (a) both tabular and graphical summaries of the monitoring data obtained during the <br />previous year, (b) groundwater contour maps and contaminant concentration maps, (c) a discussion of <br />the trends in the concentrations of the pollutants in the groundwater monitoring wells, (d) an analysis of <br />whether the contaminant plume is being captured by the extraction system or is continuing to spread, (e) <br />plans as needed for improving the groundwater extraction or treatment system, (f) the anticipated date <br />for completion of cleanup activities, (g) the reasons for, and duration of, all interruptions in the <br />operation of the treatment system, (h) an identification of any data gaps and potential <br />deficiencies/redundancies in the monitoring system or reporting program, and (i) a proposal (with <br />rationale) of any desired revisions to the groundwater sampling plan frequency and/or list of analytes. <br />The results of any monitoring done more frequently than required at the locations specified in the <br />Monitoring and Reporting Program shall also be reported to the Board. <br />Prior to the startup of a groundwater treatment system, the Discharger shall supply Board staff with a <br />groundwater monitoring program designed to demonstrate the effectiveness of the groundwater <br />treatment system. <br />The Discharger shall implement the above monitoring program as of the date of this Order. <br />WSW:07/29/97 <br />Ii> <br />Recycled Paper <br />Ordered by: <br />GARY M.
