This PEA report has been prepared in <br /> general accord with the State of California Environmental Protection Agency (EPA) <br /> Preliminary Endangerment Assessment Guidance Manual (June 1999 Edition). A <br /> Voluntary Clean-up Agreement (VCA) between the State of California Environmental <br /> Protection Agency, Department of Toxic Substance Control (DTSC) and Mr. Stephen <br /> McAdams (property owner representative) has been established for regulatory oversight <br /> during the PEA process. Our firm prepared a Workplan - Preliminary Endangerment <br /> Assessment report dated September 1, 2006.1 The DSTC indicated approval of the <br /> Workplan in a letter prepared also on September 1, 2006.2 <br /> The subject property is located within a mixed agricultural and residential area of <br /> Stockton, San Joaquin County, California. The subject property has supported rural <br /> residential and farming activities (orchards) for more than 100 years.
