<br /> Subsurface Investigation and Remediation Plan, Underground Storage Tank Area—
<br /> April 2006
<br /> Our firm performed a number of direct-push borings in late 2005 and early 2006 to
<br /> evaluate the former underground storage tank area; the results of the tank area
<br /> investigation were presented in a Subsurface Investigation and Preliminary Remediation
<br /> Plan dated April 28, 2006.4 The San Joaquin County Environmental Health Department
<br /> has regulatory jurisdiction for oversight regarding petroleum hydrocarbon contaminated
<br /> soils resultant from past use of this underground storage tank. As such, discussions
<br /> regarding further investigation/remedial work associated with this tank are not presented
<br /> herein.
<br /> Soil Sampling and Laboratory Analysis and DTSC PEA Scoping Meeting—October
<br /> 2005 through June 2006
<br /> Based on the recommendations presented in our referenced Phase I Environmental Site
<br /> Assessment, our firm collected "screening" soil samples in October 2005 (Sample
<br /> locations S 1 through S23). Because notable concentrations of arsenic, lead, and
<br /> organochlorine pesticides were detected in some of the soil samples, additional soil
<br /> sampling and tested was performed in March 2006 (locations S24 through S43); in
<br /> addition, we collected deeper soil samples at a depth of one foot beneath several of the
<br /> previous sampling locations (S9, S 10, S 13, S 14, S 17, S 18, S 19, and S22). Surface soil
<br /> samples were collected at locations within the orchard areas, within the area of the
<br /> woodbarn located on the northerly most portion of the property, within the area of the
<br /> workshop, near a detached garage associated with the residence addressed as 4204 North
<br /> Sutter Street, and near the former garage/workshop area. Herein, these areas are
<br /> subsequently referred to as the "Orchard Areas", "Area A" (woodbarn), "Area B"
<br /> (workshop), "Area C" (detached garage), and "Area D" (former garage/workshop); these
<br /> areas are shown on the attached Plates 2 through 6. The October 2005 and March 2006
<br /> soil sampling/testing activities are described in our Soil Sampling and Laboratory
<br /> Analysis report dated April 28, 2006, and are summarized briefly herein.5
<br /> On June 30, 2006 representatives for the subject property, the DTSC, Kimball Hill
<br /> Homes, and Raney Geotechnical, Inc. participated in a Scoping Meeting to discuss the
<br /> PEA objectives, including additional soil sampling and laboratory analysis, and the target
<br /> clean-up concentrations for contaminated soils on the property. During the Scoping
<br /> Meeting, the DTSC requested that additional soil sampling and analysis for the nematocide
<br /> 1,2-Dibromo-3-Chloropropane (DBCP) and organochlorinated pesticides be performed at
