2/6/2018 - (Incident date 01/26/2018) — Sacramento Rendering 6500 gallon tanker truck carrying
non-petroleum food grade oil/grease waste experienced a roll-over accident releasing an
estimated 5000 gallons onto Granite Dr. and into the storm drain leading into Sucker Ravine in
Rocklin, CA. Patriot was requested and contracted to respond to complete the cleanup of an
estimated 1.5 miles of contaminated creek and any non-completed task on roadway that was
started by a previous response contractor. Response actions consisted of pressure washing and
cleaning the storm drain outfall, removal and storage of contaminated soil & vegetation, and
creek remediation by hand work. All waste was stored on site for further disposition. Agencies
involved were CA DFW (OES# 18-0591), City of Rocklin Public Works and City of Rocklin
Fire Department.
Resources:
Personnel: 2 Project Managers
4 Supervisors
5 Site Foreman
3 Equipment Operators
26 Technicians/Operators
Equipment: 1 Mobile Incident Command Trailer
10 Response Trucks
7 Gear Trucks
1 120-bbl Vacuum Tanker with Tractor
1 70-bbl Vacuum Tanker
1 Pressure Washer
1 Boom Trailer/2000' Boom (Stand by)
1 Dual Roll-off Bin Trailer with Tractor
3 Mini Guzzler Units
1 Mini Excavator
2 Bob Cat Skid Steers
15 20-yard Roll Off Bins
1 4k Water Truck
2 21,000 Gallon Storage Tanks
2/17/2018 - A drain valve at the Plains All American Pipeline "Lake Station" facility in Taft CA
was inadvertently left open while the system was in operation. Before the operator could close
the valve, crude oil overflowed the secondary containment and traveled east, approximately 100'
through the property towards Lake Station Road. The crude oil then traveled north, on the
shoulder of Lake Station Road for an approximate distance of 500'. The crude oil then traveled
east under Lake Station Road through a culvert drain approximately 20'. Once the crude oil
exited the culvert, it traveled downhill southeast in a dry wash for approximately 1000'. Volume
of the release was estimated by Plains at 380 barrels. Patriot Environmental Services (PES)
personnel, Plains All American Pipeline Representatives and Kern Environmental Health
Biologist utilized the Incident Command System developed a plan to utilize vacuum trucks to
recover liquids and hand dig the contaminated soils. Soil was transferred to the buckets of front
end loaders that were staged in non-environmentally sensitive locations and then transferred to
roll off bins. The contaminated soil collected for disposal was estimated at 600 cubic yards. 500'
