Before the operator could close
the valve, crude oil overflowed the secondary containment and traveled east, approximately 100'
through the property towards Lake Station Road. The crude oil then traveled north, on the
shoulder of Lake Station Road for an approximate distance of 500'. The crude oil then traveled
east under Lake Station Road through a culvert drain approximately 20'. Once the crude oil
exited the culvert, it traveled downhill southeast in a dry wash for approximately 1000'. Volume
of the release was estimated by Plains at 380 barrels. Patriot Environmental Services (PES)
personnel, Plains All American Pipeline Representatives and Kern Environmental Health
Biologist utilized the Incident Command System developed a plan to utilize vacuum trucks to
recover liquids and hand dig the contaminated soils. Soil was transferred to the buckets of front
end loaders that were staged in non-environmentally sensitive locations and then transferred to
roll off bins. The contaminated soil collected for disposal was estimated at 600 cubic yards. 500'
