Emergency Response Action Plan Version :27.10.4 <br /> EVACUATION PLAN <br /> This evacuation plan shall be implemented in the event of an incident which requires the <br /> evacuation of one or more areas of the Facility. <br /> The primary responsibility of the Incident Commander is to account for all employees and <br /> visitors in the emergency area. <br /> Evacuation Planning <br /> The primary evacuation routes were developed with the following factors taken into <br /> consideration: <br /> Location of stored materials; <br /> Hazard imposed by spilled material; <br /> Spill flow direction; <br /> Prevailing wind direction and speed; <br /> Water currents, tides, or wave conditions (if applicable); <br /> Arrival route of emergency response personnel and response equipment; <br /> Evacuation routes; <br /> Alternative routes of evacuation; <br /> Transportation of injured personnel to nearest emergency medical facility; <br /> Location of alarm/notification systems; <br /> The need for a centralized check-in area for evacuation validation (roll call); <br /> Selection of a mitigation command center; and <br /> Location of shelter at the facility as an alternative to evacuation. <br /> All employees and contractors have been trained to evaluate the safety of the primary route <br /> prior to using it for evacuation. <br /> The Evacuation Diagram shows the primary evacuation routes throughout the Facility. <br /> Evacuation Response <br /> The decision to evacuate the facility will be made by the incident commander, facility <br /> manager, or assistant incident commander and announced using the facility alarm system or <br /> via handheld radios. Additionally, all employees that work out in the facility have access to an <br /> intrinsically safe two-way radio for emergency alarm/notification communication equipment. <br /> Additional radios are available for contractors and non-facility employees. The facility has <br /> provided for local, state, and federal communication of potential hazards. <br /> Community Evacuation Plan <br /> Any community evacuation will be coordinated by the local fire and police departments. <br /> Contacts for local responders are identified in Figure 2.5 on the Fire, Police, and Hospitals <br /> table and the LEPC, which is provided on the Required Notifications table.
