In addition, the fourth quarterly report will provide recommendations for future <br /> actions or closure, as appropriate to site findings and conditions. <br /> 5.0 PROJECT SCHEDULE <br /> Site clearance and well installation permitting activities will be initiated within 2 weeks of <br /> receiving the CVRWQCB's approval of this Work Plan. Upon receiving approval to proceed, we <br /> will coordinate with the CVRWQCB a more definitive schedule to include all aspects of the <br /> proposed investigation, quarterly monitoring, and reporting activities. <br /> 6.0 QUALITY CONTROL PLAN (QCP) <br /> 6.1 NATURE AND PURPOSE OF PLAN <br /> This QCP outlines the procedures that will be employed to implement groundwater monitoring <br /> well installation, groundwater monitoring, grab groundwater sampling, soil gas sampling, and <br /> project reporting for the site. We will utilize a Three-Phase Quality Control (QC) System <br /> (preparatory, initial, and follow-up) during all phases of project implementation. The Three- <br /> Phase QC System is designed to ensure that quality standards are established and met through <br /> proper planning. This QCP identifies contractor personnel and their responsibilities, defines the <br /> QC organization, describes the procedures for planning and implementing quality controls, and <br /> other information required to ensure a high quality and successful project. To ensure quality, we <br /> will observe the following principles: <br /> • Apply the Three-Phase QC System to track adherence to the design requirements. <br /> • Perform all work in an environmentally acceptable manner, conforming to all applicable <br /> federal, state, and local regulations. <br /> • Maintain supervisory controls and written instruction governing QC procedures and <br /> practices and clearly define responsibility and authority for compliance. <br /> • Conform to all contractual requirements, specifications, applicable military standards, and <br /> the OTIE QCP. <br /> • Notify OTIE project management and the CA ARNG Remedial Project Manager(RPM) of <br /> quality discrepancies requiring immediate correction and ensure that corrective action is <br /> implemented properly. <br /> 6.2 PROJECT ORGANIZATION <br /> The current project team for the CA ARNG is as follows: <br /> CA ARNG RPM Chris Markowski (916) 369-4327 <br /> USACE Point of Contact (POC) Karen Wagner (916) 557-7671 <br /> CA ARNG FMS POC Curtis Lance (209) 983-5350 <br /> As the primary contractor, OTIE will perform all project management and oversight for site <br /> investigation activities.
