Sierra Chemical Co. <br /> RCRA Contingency Plan <br /> Evacuation Alarm <br /> All employees will evacuate the area and proceed to the meeting point for roll call. Only those on the <br /> ERT who are trained to respond to will responds to alarms and only if it is deemed safe to do so. For any <br /> other evacuation, employees will be notified either by radio of by their supervisor. <br /> 5.2 Internal Notifications <br /> As previously stated,any employee discovering an emergency should immediately give a verbal warning <br /> to all people within the vicinity of the spill,release or emergency. He/she should then immediately <br /> contact their supervisor or the receptionist and request they alert the Plant Manager or the EHSS <br /> Manager.The notification can be given verbally or by using the radio system, The employee should <br /> attempt first to identify the cause of the emergency and if the response can be completed safely. Next, <br /> the employee shall initiate action to prevent the situation from worsening,for chemical releases,these <br /> actions shall be limited to those contained in the detailed operating procedures relative to the chemical <br /> process of is isolating the source of the release by closing valves. The employee shall remain at the <br /> scene until relieved by the Plant Manager and/or the EHSS Manger, Department Supervisor, Fire <br /> Department or until ordered to evacuate. <br /> if the red light appears and the sirens and alarmed are sounded for high-level detection of chlorine <br /> and/or sulfur dioxide,all employees should immediately evacuate the building and proceed to the <br /> nearest exit and to the assembly point,as observed in appendix F. Depending on'the extentof the <br /> release,the IC may instruct employees and contractors to shelter-in-place in the,upstairs conference <br /> room. <br /> The Plant Manger and/or the EHSS Manager will determine.if the incident is beyond the response I <br /> capability of Sierra Chemical Co.and will make the determination to call 9-1-1.They will also determine <br /> the necessity to evacuate the facility or shelter-in-place. Injured personnel should be attended to only if <br /> it is possible'to do so safely and after.notification is given of the Incident. <br /> If the decision is to call 9-1-1, the Plant Manager, EHSS Manager or their designee will make the call and <br /> report the emergency, They will provide the following information: <br /> • Caller's name,telephone number (if applicable), Identification,- <br /> Exact <br /> dentification;Exact location and type of emergency(spill,fire, explosion, injury, etc.); <br /> • The source of spill and quantity, if known; <br /> • Potential hazards to the public, environment or property presented by the spill, release,fire,, <br /> explosion;and <br /> • The number of persons injured and type of injuries,if known: <br /> While the Emergency Response Dispatcher or Staging Manager is alerting 9-1.1, other personnel will <br /> make the appropriate facility notification by using the Emergency Response Radio system. If ,the <br /> determination has been made to evacuate,the designated person will announce on the radio to evacuate <br /> the building. <br /> All Sierra Chemical Co.employees receive instruction on emergency response and evacuation procedures <br /> as part of their Hazard Communications training(HAZMATfor drivers, loaders,and transloade'rs). <br /> Prepared By: Issue date: Replaces: Page: <br /> ACT Environmental services, Inc.
