<br /> as been determinedthat the facility has had a fire, explosion,spill,or release of hazardous waste or
<br /> rdous materials that may threaten human health and/or the environment outside of the facility in
<br /> reportable quantities;the EHSS Manager or Corporate EHSS Director will notify the appropriate agencies
<br /> bytelephone. A complete list of these agencies can be seen in Appendix G and in Section 10.When an
<br /> outside agency is called in to an incident,they will assume control of the incident response actions and
<br /> have delegating authority over the situation.The notification of public safety will also be made to
<br /> surrounding businesses if it has been determined that a significant fire, explosion,spill or release has
<br /> occurred.A list of these businesses is located in Appendix G as well.
<br /> An example of a "significant" spill/release, explosion,or fire,would be any incident involved hazardous
<br /> materials in a reportable:quantity(or an emergency that was deemed outside of the control of the Sieirra
<br /> Chemical,Co. ERT by the IC.
<br /> 6. Control Procedures
<br /> 6.1 Identification of Hazardous Materials

<br /> In a fire,explosion or a release to the environment is a necessary part of the assessment of an
<br /> RCRA hazardous waste and hazardous substances and materials listed in 40 CFR sections 302A and
<br /> 302.6 and in 22 CCR section 22626will be identified.The identification of possible hazardous materials
<br /> at any location is enhanced because hazardous materials and hazardous waste are only stored or
<br /> managed in specified locations throughout the facility. An attempt will be made to identify products
<br /> involved by occupancy/location,container shape, marings/color,placards/color, United Nations/North'
<br /> America Product Identification Number,on-site technical support, or field-sampling; Furthermore,the
<br /> EHSS Manager shall maintain an updated inventory of hazardous materials/substances that are brought
<br /> on site, and a master safety data sheet'(SDS) binder and/or listing of these items...
<br /> Sources of information that shall be used to identify the hazardous wastes, substances,or materials
<br /> involved in a fire,explosion,or release at the Sierra chem!ca[Co.facility include owner/operator
<br /> knowledge of the work areas, materials used, hazardous waste manifests and profiles, SDSs, and work
<br /> activities.
<br /> 6.2 Assessment of the Nature and Extent of the Emergency
<br /> Once the required notifications have been made, as outlined in Section 5,the IC will ensure that the
<br /> identity,exact source, amount,and areal extent of a released materials are determined and
<br /> documented.The IC will determine whether the occurrence constitutes an emergency based on
<br /> knowledge of the area and access to the waste identification/characterization information.Any
<br /> emergency will requ!re:a response by only train ed'emergency response personnel or the ERT.The IC will
<br /> be responsible for:
<br /> • Responding to,immediate and potentially hazardous wastes,
<br /> • Hazardous waste constituents,and other hazardous materials involved in a release,'
