The Acid Storage Area is located along the eastern perimeter of the facility, approximately midway between the north and south facility perimeters. GPS Coordinates of sample location: longitude: -121.261640; latitude: 37.908549 (see Attachment 1, Sample Location Map). Sample Information/Field Observations: The surface of the sample in the container was light and dark gray gravel/dirt/debris. When Clark used the scoop to dig into the waste for sample collection, some of the waste was also rust-colored. The sample was collected from a square rubber bucket/container approximately three gallons in volume size. The container had handhold holes in the side near the top. There was no lid or hazardous waste label on the container, however, the container had a UN sticker on it with the words: "Corrosive, Hydrochloric Acid, UN1789". There were at least two other similar square, black, rubber containers in the area holding the same waste, without lids or hazardous waste labels, but both had the UN sticker. All three containers were full of the waste, which Reynon stated was sump cleanout waste. Reynon said that this material is managed as a hazardous waste. Reynon also stated that TCS had a waste profile for hydrochloric acid spills, which they used for this waste. The waste profile is characterized from generator knowledge, and the State code for the waste is: 352, "other organic solids". The facility also has a waste profile for sodium hydroxide spills. This sample was broken in transit to the laboratory, so it was not analyzed. Field Observations: the waste was wet (it was raining during sample collection). The buckets were stored in the Acid Storage Area where earlier, rain water had accumulated in the area. The rain water was rust- colored and was near the Ferric Chloride Acid totes that had rust stains on the outside. A sign posted in the area said: "Process Make Up Water (containing weak acid) Pumped Back for Reprocessing".
