Box 1260 ENVIRONMENT HEALTH <br /> Woodbridge, CA 95258 PERMIT/SERVICES <br /> CONDITIONAL APPROVAL AND REQUEST FOR ADDENDUM, 4DDENDUMNO. 2 <br /> GROUNDWATER PROTECTION WORKPLAN, WOODBRIDGE WINERY, SANJOAQUIN <br /> COUNTY <br /> I have reviewed the 8 July 2005 Addendum No. <br /> Kennedy/Jenks 2 to Groundwater Protection Work Plan prepared by <br /> Consultants and determined that it is incomplete. The workplan was prepared in <br /> response to the 8 October 2004 California Water Code Section 13267 Order. In additithe <br /> on to <br /> additional groundwater investigation proposed for the facility, Robert Mondavi Enterprises, Inc. <br /> (Discharger)requests authorization to apply wastewater to 12.78 acres of fallow land. <br /> Proposed Lpnd nlicat__ __ion Area <br /> The proposed land application area location is not identified in Addendum No.2; please provide further <br /> information on the location. Please note that application of wastewater to fallow land is generally not <br /> acceptable; please provide information on land ownership,proposed cropping activities, loading rates <br /> (biochemical oxygen demand, nitrogen compounds, and total dissolved solids), and groundwater quality <br /> data. <br /> Additional Groundwater Quality Investigation <br /> Addendum No. 2 does not present the findings of the groundwater investigation perforrmed pursuant to <br /> the 27 October 2004 Groundwater Protection Work Plan and the comments provided by staff on <br /> 15 February 2005. Because the results are not reported, staff is limited in their ability to review the data <br /> and evaluate further proposals. You may implement the workplan at your own risk. If staff determines <br /> the scope is incomplete, additional investigation may be required. We provide the following general <br /> comments for your consideration: <br /> • Implementing the workplan will not provide much new information on groundwater conditions <br /> near the wastewater ponds. Understanding the impact of the ponds on groundwater flow <br /> furth <br /> direction and quality is central to the investigation. Staff recommends that you consider er <br /> e <br /> investigation at the ponds and the Mokelumne River. The elevations of thMokelumne River <br /> and the wastewater ponds are not reported; therefore it is impossible to determine the <br /> groundwater flow directions in that area.
