O'Brien <br /> Constellation Wines, U.S. Engineering Geologist <br /> Land Discharge Unit <br /> DATE: 26 December 2006 SIGNATURE: i <br /> SUBJECT: 20 DECEMBER 2006 MEETING SUMMARY <br /> This memo summarizes issues raised at the 20 December 2006 meeting held at the Regional <br /> Water Board's office in Rancho Cordova. The meeting was held at the Discharger's request. <br /> The meeting attendee list, meeting agenda, and a power point presentation prepared by the <br /> Discharger's consultant Kennedy Jenks are attached. <br /> Mr. Calvin informed staff that a new wastewater treatment system is planned for the winery as <br /> part of a multi-million dollar phased wastewater system improvement project. The <br /> improvements will be performed in three phases at the following schedule: Phase I (March <br /> 2008), Phase II (End of 2009), and Phase III (through 2010, date uncertain). The Discharger <br /> would like to get started on the project in March 2007 but need to get some approval from the <br /> Regional Board so that San Joaquin County Planning and/or Building Department(s) will issue <br /> permits for the construction. The Discharger requested a letter stating the Regional Water <br /> Board supports the wastewater changes. <br /> The improvements will include installation of a wastewater treatment system called a "Mobilized <br /> Film Technology." Mr. Rajan of Ecovation described the technology. A link to Ecovation's web <br /> page is provided: http://www.ecovation.com/technology/anaerobic-treatment-mft.html. <br /> Staff pointed out that the treatment technologies will do little to reduce Fixed Dissolved Solids <br /> (FDS) in the wastewater and that groundwater is already impacted with FDS constituents. In <br /> addition, the facility has exceeded the flow limit in the existing WDRs in fall and winter. <br /> However, because the flow limit is based on average dry weather flow, only the fall <br /> exceedences appear to be violations. Mr. Chrobak questioned the data regarding the flow limit <br /> and stated Kennedy Jenks would provide a summary of the flow data. It was noted that flow <br /> data was provided in RWD Table 4, Facility Process Water Flows Discharged to Facultative <br /> Ponds and Vineyards. <br /> Ms. Wyels stated that preparation of an enforcement order (either a cease and desist order or <br /> cleanup and abatement order) would be appropriate considering the flow limit exceedences, the <br /> Discharger's request to increase the flow limit, and the degradation of groundwater quality.
