J U A0 <br /> U IN <br /> Environmental Health Department <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> D&S AUTOMOTIVE REPAIR 15257 S INHERITANCE WAY, Manteca September 18, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II, or MINOR-Notice to Comply) <br /> Item # Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Two drain pans containing oil and two drain pans containing coolant were observed around the <br /> shop. The secondary containment for the antifreeze was observed with an accumulation of liquid. (Corrected on <br /> site) Parts washer was observed with oily liquid accumulation. Parts washer is used infrequently per Tom Parlet, <br /> owner. <br /> REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Coolant was vacuumed out of drain pans and added to the 55 gallon drum of waste <br /> antifreeze. The oily liquid in secondary containment was cleaned out using shop rags to absorb liquid and the shop <br /> vac. Liquid in shop vac was emptied into the used oil tank. Oil was vacuumed out of drain pans and emptied into <br /> used oil tank. Corrected on site. <br /> Immediately have the oily liquid accumulations from the parts washer. Manage the waste according to Title 22 <br /> California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San <br /> Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned up <br /> waste. <br /> This is a minor violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: One 55 gallon <br /> drum of paper filters were observed without a lid. <br /> REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by September 18, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
