S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> WRENCHERS 540 N GRANT ST, STOCKTON July 22, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> OBSERVATIONS: <br /> The following wastes were observed in the storage area across the driveway from suite 23: <br /> 1. 55 gallon metal drum, partially full, labeled "solids, 5-28-17" <br /> 2. 55 gallon plastic drum, partially full, labeled "waste coolant' <br /> 3. 55 gallon plastic drum, partially full, labeled "empty" <br /> 4. 55 gallon metal drum, partially full, labeled"Amtecol motor oil" <br /> 5. 55 gallon metal drum, partially full, labeled"empty" <br /> 6. 30 gallon plastic drum, 75%full of dark liquid <br /> 7. 55 gallon metal drum, partially full, labeled "1/4 oil, 5-26-17" <br /> 8. pile of solid, looks like asphalt, 5 x 2 x 2 feet <br /> The following wastes were observed in Suites 28/29: <br /> 1. Three plastic garbage bags containing paint booth filters <br /> 2. Two 5-gallon plastic open containers of full of liquid with solvent smell <br /> 3. One pint container of clear, soft solid, strong solvent smell waste was found in a garbage can for regular trash. <br /> Operator Barry Vlught stated the waste is"clear coat'. Barry removed it from the trash container, covered the <br /> container and labeled it as hazardous waste. <br /> 4. Eight 5-gallon buckets of building paint stored in a room next to the paint booth. <br /> 5. Four boxes of 20 inch paint booth filters. Box dimensions are approximately 5 x 2 x 2 feet. <br /> 6. Seven large lamps, approximately 5 inches long and 2 inches wide. <br /> REGULATION: Any person who generates a waste shall determine if the waste is a hazardous waste. <br /> Immediately make a hazardous waste determination for the above listed items, and manage it according to Title 22 <br /> California Code of Regulations for hazardous waste. <br /> CORRECTIVE ACTION: Submit a statement and supporting documentation explaining how this waste was <br /> managed. Provide disposal records for all wastes. Provide hazardous waste determination information for all <br /> non-hazardous wastes. <br /> This is a Class II violation. <br /> 104 CCR 66262.34(d)(2)No modified contingency plan. <br /> OBSERVATION: A complete modified contingency plan information is not posted at the facility. <br /> REGULATION: There must be at least one emergency coordinator on site or on call to coordinate emergency <br /> response measures, and the following information must be posted by a phone:the name and phone number of the <br /> emergency coordinator; location of fire extinguishers, spill control equipment, and if present,fire alarm; and the <br /> phone number of the fire department, unless the facility has a direct alarm. <br /> CORRECTIVE ACTION:A modified contingency plan was filled out and posted during the inspection but no spill <br /> control equipment was included on the document.
