(ACES) to collect and <br /> transport commercial and industrial refuse within the unincorporated areas of San Joaquin <br /> County (County). <br /> REASONS FOR RECOMMENDATION: <br /> Section 5-2202 of the San Joaquin County Ordinance Code requires that the issuance of <br /> refuse collection licenses be approved by the Board of Supervisors. ACES, in conformance <br /> with Section 5-2202, has submitted an application for a refuse collection license. The <br /> license will authorize ACES to collect commercial and industrial waste anywhere in the <br /> County's unincorporated areas. <br /> ACES operates in Amador County, and has demonstrated the ability to provide solid waste <br /> and recycling collection services to commercial and industrial accounts in Amador County. <br /> Initially, ACES will focus on industrial and construction work, with the intent to eventually <br /> establish commercial weekly routes through a sales and marketing campaign. Currently, <br /> the County operates under a free market strategy to service commercial and industrial <br /> refuse and recycling needs. County customers will benefit from the presence of a new <br /> competitor who will offer experience and innovation as the local solid waste environment <br /> changes. <br /> ACES is based in Pine Grove, California, and is a privately owned and operated <br /> corporation. The firm was incorporated in April of 1982, and is currently in its 28th year of <br /> operation. The major stockholders are Paul Molinelli, Senior; Paul Molinelli, Junior; <br /> David lanni; Richard lanni, and Joe•Assereto. The owners of the corporation are former <br /> County business owners in solid waste collection operations, who are familiar with collection <br /> systems within the County. <br />
