Inspection Report -2- 30 December 1987
Lawrence Livermore
National Laboratory
gated. Other specific sites we inspected are Pits I and 7 (the active land-
fills ) , the firing table at Building 801, the Building 834 complex where soil
and ground water are contaminated with TCE, and Buildings 814 and 819 where old
HE lagoons were recently discovered. The landfills are governed by WDRs Order
No. 80-184. By letter dated 8 October 1987, Board staff requested LLNL to
submit A Report of Waste Discharge for reclassification of the landfills under
the California Administrative Code, Title 23, Chapter 3, Subchapter 15. Both
landfills also are suhject to the federal Resource Conservation and Recovery Act
(RCRA ) , and the Subchapter 15 reclassification will be coordinated with RCRA
requirements. Pit I is almost full , while Pit 7 has enough capacity remaining
for approximately 10 more years . We observed that the debris at Pit I was
- - covAred with -dirt; bat at Pit-7 it -was not. Ground Water lh-th& Pit Varea" '"
contains tri Lium and TCE.
At Building 801 We observed the discharge from one of the two largest cooling
roynrs (the MY- Y V Buildinn 065 ) . SU':,
Lawrence Livermore National Laboratory Site 300 submitted a work plan and time
line for ongoing ground water investigations and will follow through on specific
tasks listed for fiscal year 1988. The active landfills will be reclassified
under Subchapter 15, and additional data still are needed for the HE lagoon
closures . An NPDES permit may not be necessary for the cooling tower dis-7
charges.
WENDY L. OHEN
Project Engineer
W L C lAmam
Attachment
