KLEINFELDER
2 WASTE CHARACTERISTICS
J-M Mfg. requests in this RWD that the WMUs be treated as unclassified units containing inert
waste. In support of this request, characteristics of the waste contained in the WMUs are
discussed in this chapter.
2.1 TYPES, QUANTITIES AND CHARACTER OF WASTE
2.1.1 Types of Waste
Kleinfelder understands that prior to 1972, asbestos/cement (A/C) pipe manufacturing was the
only activity at the site. The A/C pipe was manufactured using several different types of
asbestos fibers which compromised 15 percent of pipe by weight. Since 1972, the
manufacturing of the polyvinyl chloride (PVC) pipe has gradually replaced the A/C pipe
production. Currently, only the PVC pipe is manufactured at the plant.
■1f Five areas at the site have received waste in various forms. For clarity in this RWD, these
areas have been have designated as WMUs and are shown on Plate 2-1. WMU-A consists of
two settlement ponds. -B, WMU-C, WMU-D, WMU-E, and WMU-F are landfills.
WMU-D is a new potential landfill area that was found during the ,1991 soil investigation.
Section 4.1 discusses previous investigations including the SWAT investigation. In that
report, individual WMUs were grouped into zones. Zone 1 contains WMU-B and C, Zone 2
contains WMU-E, and Zone 3 contains WMU-F.
The landfills and surface impoundments at the J-M facility currently receive no waste. Waste _
was last placed in the WMUs on July 30, 1987. The landfill areas are covered with soil from
on site and the surface impoundments are open but do not receive waste water. An irrigation
pipe system is used to sprinkle the ponds for dust control measures.
Historically, wastes generated at the site were by-products of the A/C pipe manufacturing
process.
CR14-92-12 Page 3 of 39 24-220109-1709
Copyright 1992 Kleinfelder, Inc.
