KLEINFELDER <br /> A/C pipes manufactured at the Stockton plant contained the following material: <br /> I Portland Cement 50 <br /> • <br /> Type ( ) <br /> ■ Silica sand (35%) <br /> ■ Asbestos fiber (15%) <br /> The three raw materials were combined in a dry mixer and then mixed with water. This slurry <br /> was then used to form the pipe. The pipe was then autoclaved, cleaned, and stockpiled. <br /> Wastes types generated during this process were: <br /> 1. Pr <br /> QductR 'ect - These are pieces of fully cured pipe and couplings not meeting <br /> specifications. Approximately 6,000 tons/year of this waste was produced. Up <br /> to 50% of this material was crushed and reused in the manufacturing process. <br /> The remainder was placed in on-site landfills. <br /> 2. Process Rejects - These were dry wastes composed of non-friable machine <br /> cleanings and rejected pipe prior to autoclaving. Approximately 700 tons/year <br /> of this waste was produced and placed in on-site landfills. <br /> 3. Wrapping Wastes - These were dry wastes composed of bags which had <br /> contained imported asbestos and were likely to retain a light layer of fiber dust <br /> on the inner lining. The bags were folded and housed in a plastic wrapper, then <br /> heat-shrunk to encapsulate residual fibers. Approximately 1,000 yd3/year of <br /> this waste was generated and placed in on-site landfills. <br /> 4. Settling Pond Sediments - This waste is the sediment from process water <br /> discharged to the two on-site surface impoundments. Approximately 8,000 <br /> yd3/year of this waste was produced. When the impoundments were filled with <br /> sediment, they were dredged out and placed in one of the on-site landfills. This <br /> occurred approximately once a year. Records do not indicate which landfills <br /> actually received this waste. <br /> In a letter dated July 19, 1982, the Department of Health Services (DHS) indicated to <br /> J-M Mfg. that the above mentioned waste types 1, 2, and 3 were not considered to be <br /> hazardous asbestos wastes because they were nonfriable and did not contain significant <br /> CR14-92-12 Page 4 of 39 24-220109-F09 <br /> Copyright 1992 KLeinfetder, Inc. <br />
