PUBLC HEALTH SER ICES °.••
,SANJOAQUIN
JOGI KHANNA NIP.M.1)11 J0
Health Offi(er
P.O. Box 2009 • (1(01 East Hazelton Avenue) *Stockton,California 95201
(209)4(A-3400
October 3 , 1991
Kim Schwab
California Integrated Waste Management Board
1020 Ninth Street, Suite 300
Sacramento, CA 95814
Re: J-M Manufacturing Company, San Joaquin County, Facility 039-
AA-0013
This letter is written in response to your September 23, 1991,
request for our opinion as to whether or not the J-M Manufacturing
site should be regulated under the Title 14 closure and post-
closure maintenance regulations. Environmental Health Division
(EHD) staff has reviewed our files and inspection reports.
According to our records, final disposal of waste occurred in
November 1987 .
Site Description
The Johns-Manville Company site encompasses 143 acres, 38 of which
were permitted for the disposal of manufacturing wastes. the site
is located at 1051 Sperry Road in Stockton. It consists of a
manufacturing plant, product storage areas, parking and driveway
areas, landfill areas, two settling ponds, and vacant land.
Operations Activities
The plant produces polyvinyl chloride (PVC) pipe, and until July
1987 , produced asbestos/concrete pipe at the rate of approximately
50, 000 tons per year. Manufacturing waste came from the production
of the asbestos/concrete pipe. Both dry and wet wastes were
produced. Wet wastes were pumped through pipes from the plant to
two settling ponds. Dry waste had four components and was disposed
of in landfills on site:
lo Settling pond sediments
2 . Product rejects, cured pipe and couplings not meeting
specifications.
3 . Process rejects, non-friable machine cleanings and pipe
rejected prior to autoclaving, and
4 . Wrapping wastes, bags that had contained imported
asbestos.
All four types of wastes were considered non-hazardous.
A Division of San Joaquin County Health Ore Services
