FINDINGS : <br /> A. This facility is a 38 acre site owned by the Johns-Manville Corporation <br /> and used for the disposal of their manufacturing wastes . To date, this <br /> site has not been classified by the State Regional Water Quality Control <br /> Board, however the wastes generated from the plant operations can be <br /> disposed of in most Class I, II, or III disposal sites . Type of disposal <br /> method and amounts of waste received are as follows : <br /> 1 . Homogenous mixture of portland cement, silica sand, asbestos fibers . <br /> Asbestos fibers are bound a a sulated within the cement-silica <br /> sand matrix. Dispose meth lis—above ove ground in a sprinkled area <br /> where the product is recycled into the operation. Quantity of waste' <br /> in this classification amounts to 10 ,000 tons/year of which 9 ,000 <br /> tons/year is recycled into the plant o$eration by a closed loop <br /> recycling method. .55/04-ova s 1 c. FOIAV. <br /> 2 + Wet waste from 2 large settling ponds . Water is naturally evaporated <br /> and ponds are dredged and disposed of by cut and fill disposal <br /> method. Quantity of waste in this classification amounts to 22,000 <br /> cubic yards/year. 16d_0 fps/y. <br /> 3 . Empty bags which had contained asbestos fibers . Bags are disposed <br /> of daily to a landfill trench and covered with three (3) feet of <br /> native soil from the trench excavation. Quantity of waste in this <br /> classification amounts to 1 ,500 cubic yards/ ear. <br /> 0_ ra 6®�� <br /> B. Additional information is included in the Disposal Site Information <br /> Report, which describes the design and operation immediately prior to <br /> August 15 , 1977 and is hereby made a part of this permit . <br /> This permit is granted solely to the operator named above, and is not transferable. Upon a change of <br /> operator, this permit is subject to revocation. Upon a significant change in design or operation from <br /> that described in this permit or in attachments thereto for the existing design and operation of a <br /> facility operating immediately prior to August 15, 1977, or from the approved intended 'design and <br /> operation of a facility which was not operating prior to August 15, 1977, or which herein is'granted <br /> a permit modification, this permit is subject to revocation, suspension, modification or other <br /> appropriate action. <br /> This permit does not authorize the operation of any facility contrary to the State Minimum Standards <br /> for Solid Waste Handling and Disposal.
