The following documents condition the design and operation of this <br /> facility: <br /> 1 . Waste Discharge Requirements No. 74-353 issued by the California <br /> Regional Water Quality Control Board - Central Valley Region. <br /> 2 . Development Plan No. 76-117 issued by the San Joaquin County <br /> Planning Department . <br /> 3 . Permit to Operate No. AP 74-234 issued by the San Joaquin Local <br /> Health District. <br /> D. Land within 1 ,000 feet of the site is zoned as follows : <br /> 1 . M-2 General Manufacturing District. <br /> 2 . AP Airport Zone <br /> 3 . GA General Agriculture. <br /> E. This facility' s operations are currently in substantial compliance with <br /> State Minimum Standards as determined by a physical inspection made on <br /> September 23 , 1977 , except that they violate Sections 17677 and 17682 . <br /> The conditions of this permit require compliance with these Sections <br /> under the "Specifications" and "Provisions" sections of this permit. <br /> F. This county has no solid waste management plan, but this site was <br /> established before August, 18 , 1974- therefore no finding of need and <br /> necessity from the State Solid Waste Management Board is required. <br /> II. CONDITIONS : <br /> A. Requirements : <br /> 1. This facility must comply with all of the State Minimum Standards <br /> for Solid Waste Handling and Disposal. <br /> 2 . This facility must comply with all federal, state, and local <br /> requirements and enactments . <br /> 3 . The enforcement agency reserves the right to require additional <br /> information concerning the design and operation of this facility. <br /> B. Prohibitions : <br /> The following materials are prohibited at the facility: <br /> 1 . Residential refuse. <br /> 2 . Tires . <br /> 3 . Construction/demolition wastes . <br /> 4. Sewage sludge. <br /> 5 . Agricultural wastes . <br /> 6 . Septic tank pumpings . <br /> 7 . Dead animals . <br />
