No significant change in design or operation from that described <br /> in Sections A & B of the "FINDINGS" for the period prior to August <br /> 15 , 1977 is allowed, except for those changes which are required <br /> under the "CONDITIONS" portion of this permit . <br /> 2 . The operator will immediately commence and thereafter maintain a <br /> log of special occurrences . <br /> All waste materials stored in the settling ponds or above ground, <br /> mentioned under A-1 ,2 , & 3 of the "FINDINGS" section of this permit <br /> must be disposed of by the trench method. All wastes exposed longer <br /> than 24 hours must be covered with 6" of cover material. Final <br /> cover must consist of 2 feet of compacted cover material. <br /> 4. All empty bags which contained asbestos fibers must be compacted <br /> and covered daily. The loose layers of waste should not exceed <br /> a depth of two feet before compaction. A minimum thickness of , <br /> daily cover of six inches must be placed over the compacted waste <br /> material. <br /> 5 . The operator must take all necessary precautions to eliminate or <br /> control dusts fumes , mists , vapors , or gases that may be produced <br /> when moving waste materials from the plant or storage area to the <br /> landfill disposal site. <br /> 6 . Equipment operators moving the asbestos wastes must be provided <br /> with appropriate respirators and safety helmets . <br /> D. Provisions : <br /> ; '.1. Any hazardous waste presently stored above ground must be disposed <br /> of by January 1, 1979 in accordance with the method described in <br /> the "Specifications" section of this permit, <br /> This facility may accept those hazardous wastes specified in the <br /> Report of Disposal Site Information dated October 11, 1977 , if they <br /> are handled in accordance with the provisions of Chapter 6 .5 <br /> (commencing with Section 25100) of Division 20 of the Health and <br /> Safety Code and the regulations promulgated thereunder, <br /> E. Self-Monitories Program: <br /> The following items shall be monitored by the operator of this facility <br /> or his agent and records shall be kept and made available to the enforce- <br /> ment agency upon request : <br /> 1. Quantity and types of wastes received at the site per day and per <br /> week. <br /> 2 . Area of site utilized. <br /> 3 . Quantity and types of wastes recycled per month. <br /> t <br />
