Azevedo what was discussed during the pre- <br /> shutdown meeting at the JM Manufacturing Plant In May 1987 . Mr . <br /> Azevedo recalled that the plant was closing the processing line which <br /> was Involved In the production of asbestos containing products and <br /> that the plant was planning to dispose of all wastes In their on-site <br /> landfill . The meeting was about ground water leakage and the <br /> checking of the waste ponds and sludge . <br /> Mr . Azevedo stated that during the meeting he expressed <br /> concern to the plant <br /> about the gray-white dust covered ground next to <br /> the waste ponds and whether or not the dust might contain more than <br /> one Percent asbestos (by weight ) . Apparently , the plant replied that <br /> the dust contained cement and silica and that this compacted material <br /> was In a nonfriable form . Mr . Azevedo was concerned because vehicles <br /> being driven In the nearby roads may disturb the dust . According to <br /> Mr . Azevedo , the deposit may have been left from the drying of the <br /> edge of the waste ponds . Mr . Azevedo stated that sludge Is often <br /> removed from the bottom of the waste ponds and I questioned whether <br /> some of the deposits may have been from any spills during the cleanup <br /> operations . Mr . Azevedo believes that the dust covered area may <br /> contain asbestos as well as the cement and silica and that potentially <br /> dangerous amounts of asbestos may become airborne from physical <br /> disturbance . <br /> Mr . Azevedo suggested that samples from the field also be <br /> taken . I stated to Mr . Azevedo that I will look Into this matter . <br />
