Kleinfelter and Associates <br /> 9795 Business Park Drive, Suite D <br /> Sacramento, CA 95827 <br /> Dear Mr. Ludlow: <br /> Thank you for your letter requesting criteria for wastes containing <br /> asbestos, and procedures to classify such wastes as nonhazardous. <br /> In your letter of April 39 1986,, you request the' classification of a <br /> sludge consisting of an inorganic gel, floured silica sand, and <br /> asbestos fibers. The asbestos can not be freed from its matrix by <br /> dessication or crushing. Since the primary hazard associated with <br /> asbestos is the inhalation of airborne fibers, the Department does not <br /> consider the sludge to be a hazardous waste based upon the presence of <br /> asbestos. However, if the sludge is any other criteria established <br /> by the Department for hazardous wasmes, or the asbestos finers can >e <br /> freed from its matrix, the sludge must immediate:-y be manage ' as a <br /> hazardous waste according .to the provisions set forth in Chapter 30, <br /> California Administrative Code. <br /> The procedures for the classification of wastes as hazardous or <br /> nonhazardous are detailed in Section 66305, Title 22, California <br /> Administrative Code.
