Bonzo
Johns Manville A/C Pipe Corporation
1051 Sperry Road
Stockton, CA 95206
Dear Mr. Bonzo:
SUBMITTAL OF HAZARDOUS WASTE FACILITY OPERATION PLAN
This letter is to establish the schedule for the subm, ssion of
your Operation Plan (OP) for your hazardous waste facility. Our
files indicate Johns-Manville disposes of hazardous waste
containing asbestos (generated on-site) in trenches and in
settling basins. The waste is either broken pieces of
manufactured asbestos pipe disposed directly to the trenches or
sediment discharge from the pipe manufacturing process containing
asbestos disposed to the settling basins. The sludge (residue)
from the settling basins is eventually transferred to the
trenches and disposed. If you believe Johns-Manville does not
operate a hazardous waste facility and should not be required to
submit an OP, submit your justification to our office within 15
days of the date of this letter.
The Department is now initiating the permitting process for your
facility based on the state permitting schedule required by the
Environmental Protection Agency. As part of this process, an OP
must be submitted to this office within 60 days of the date of
.this letter. This OP must meet all of the requirements of the
enclosed "Instructions for Preparation of an OP for a Hazardous
Waste Facility, " and the Title 22, California Administrative Code
regulations.
Please be aware that failure to submit a satisfactory OP within
60 days, could result in the denial of your permit. Without a
final permit, your facility will no longer be allowed to store
hazardous wastes.
