When the pug mill hopper was full , it dumped into a truck waiting
beneath it; the treated material was then placed on concrete in
pales of approximately 10 CY 's each.
On August 7, 1992, a total of 40 soil samples were taken; which
were composited into five (5) for analysis. They were tested for
kerosene, diesel , and oil , (TEPH, ) in order to monitor progress.
The results, (Table ZZ & Exhibit G, ) showed that the components
diesel and oil were still present, but at considerably lower
levels than measured prior to start of remediation. The approx-
imate location of those 5 areas are indicated on Plate VIZ as CS
#1 thru CS #5.
Innoculation time was 22 days, ending on August 15, 1992. Field
monitoring for TP'H was done during the period August 15 until
November 20, when it appeared that contamination levels had
dropped to acceptable limits. In order to establish final
testing requirements, and to monitor remediation results, three
(3) soil samples were taken on November 20, 1992; their approxi-
mate locations are shown as CS #1-CS #3 on Plate VIZ. The
samples were tested using EPA 1-11-Toxicity Characteristic
Leaching Procedure for Total Recoverable Petroleum Hydrocarbons
using Standard Method 5520BF. The results revealed that tested
sustances were below detection limits. Refer to Table III &
Exhibit H for details.
On December 15, 1992, Jim Thorpe Oil , Inc. submitted a brief
workplan to the County EHD, outlining sampling procedures and
laboratory tests to be run. It was agreed that final sampling
would consist of the following procedure: one (1) sample would be
taken for each 200 CY'ds of soil and tested for TPH-D; one (1)
sample for each 200 CY'ds & tested for BTEX; and one (1) sample
for each 200 CY'ds and tested for O&G, (55208) and TPM, (5520F) .
Refer to Exhibit Z for a copy of that correspondence.
Sampling was done on December 18, 1992 by Marr Brock of FCL
Environmental Laboratories as directed by Harlen Knoll of the
County EHD, and supervised by Richard Thorpe & Jam Kassinger.
The locations and ID number of the samples are shown an Plate
VII. The results of that analysis, (Table ZV,) revealed that
BTEX, Dal & Grease, and TPH (552OF) were all below detection
limits. TPH-D was detected in only five (5) samples, at levels
ranging from 1.0 to 3.2 mg/kg. A complete list of the laboratory
results and chain-of-custody sheets are included in Exhibit J.
An analysis of allowable levels that can be left in place was
made using the LUFT Manual Table 2-1, Leaching Potential Analysis
e
