Lodi City Landfill November 16,2011 <br /> • North of Awani Drive,Lodi,California Project No. 104690061 <br /> 1. INTRODUCTION <br /> The California Department of Resources Recycling and Recovery (CalRecycle) Closed Illegal <br /> and Abandoned(CIA) sites unit investigates solid waste disposal sites and provides site data and <br /> documentation to quantify requirements for both enforcement by the Solid Waste Local En- <br /> forcement Agency (LEA) and potential clean-up activities by the CalRecycle Solid Waste <br /> Cleanup Program(AB2136). <br /> At the request of the San Joaquin County, Environmental Health Department (EHD), as the <br /> Local Enforcement Agency (EHD/LEA), Ninyo & Moore, on behalf of CalRecycle, has pre- <br /> pared this work plan to conduct a subsurface environmental investigation at the Lodi City <br /> Landfill. The proposed work was prompted as part of a planned opportunity to create access <br /> to the Mokelumne River for kayaks and canoes via the City of Lodi Landfill property which <br /> is currently fenced off from public access. <br /> • This work plan pertains to the Lodi City Landfill identified as an approximately 3.7 acre site <br /> located north of the intersection of Awani and Mokelumne Drives and east of the railroad <br /> tracks. Although not known at this time, based on review of available historical aerial photo- <br /> graphs, it appears that waste disposal may have also occurred west of the railroad tracks. <br /> Therefore, this plan pertains to investigating areas west of the railroad tracks, not currently <br /> part of the 3.7 acre waste disposal site which currently is a private residential development <br /> and formerly a winery and the location of previous remedial action activities. <br /> Because the site does not have a landfill gas (LFG) monitoring network, it is not known <br /> whether wastes disposed of at the site pose a threat to public health and the environment with <br /> respect to LFG generation and potential offsite migration. In addition, the lateral extent of <br /> the waste footprint is not known. This plan summarizes the available history of the waste dis- <br /> posal site, summarizes previous geotechnical and environmental investigations conducted at the <br /> site and vicinity, and presents procedures for conducting the investigation intended to evaluate <br /> LFG and the types and extents of wastes at the site. <br /> • <br /> 104690061 R fina1.doc I /ylnyu /y+►oaCe <br />
