Lodi City Landfill November 16,2011 <br /> North of Awani Drive,Lodi,California Project No. 104690061 <br /> Site investigation activities will be conducted in general accordance with the subject work plan, <br /> applicable regulatory requirements (statutory authority for investigating solid waste disposal sites <br /> as in California Public Resources Code (PRC) Section 45013, et seq.) and requests by the <br /> EHD/LEA. PRC Section 45013 states that the board shall make available guidance and assis- <br /> tance to the enforcement agency regarding the inspection, investigation, enforcement, and <br /> remediation of illegal, abandoned, inactive, or closed disposal sites to ensure that public health <br /> and safety and the environment are protected. This plan and the results of the investigation will <br /> be used to evaluate the potential presence of landfill gas (LFG), extent and types of subsurface <br /> materials;and if required, assist with identifying and developing site remedial alternatives. <br /> 2. PROJECT OBJECTIVES <br /> The project objectives of the site investigation include the following: <br /> • Evaluate the potential presence and composition of LFG and potential LFG migration. Sub- <br /> sequent monitoring and sampling of the LFG wells will provide information on the <br /> locations, constituents, concentrations, and trends of LFG with time. The LFG wells will be <br /> monitored for methane, other typical landfill gases, and volatile organic compounds (VOCs) <br /> due to the presence of petroleum hydrocarbon-bearing wastes. If LFG is present at concen- <br /> trations that exceed regulatory levels and/or are a concern, then the owner(s) of the site will <br /> be required to develop and implement remedial measures to bring the site into compliance to <br /> protect public health and safety and the environment. <br /> • Evaluate waste types and locations, and to the extent possible, the potential presence of <br /> wastes west of the railroad tracks, based on background information and results of the sub- <br /> ject investigation to obtain an estimated in-place volume of wastes. <br /> • Evaluate the presence, characteristics, composition, and thicknesses of the landfill cover <br /> (cap) at locations explored with respect to whether it meets state minimum standards for <br /> cover thickness, extent, slope, and grading/drainage. <br /> The subject investigation specifically does not address requirements mandated by other state <br /> and/or local regulatory agencies with respect to evaluating potential water quality issues and the <br /> necessity to implement a groundwater monitoring program. While this investigation will provide <br /> information pertaining to the locations, extent, and characteristics of the wastes at the locations <br /> explored, it is not specifically designed in a manner to delineate the extent of wastes.
