Macaulay <br /> SUBJECT: Inspection, Solid Waste Disposal Site <br /> On 7 October 1975, Sanitarian Ed Pico and I inspected an illegal disposal site <br /> located at the end of North Cluff Road, east of Lodi at the south bank of the <br /> Mokelumne River. We contacted office personnel before making the inspection. <br /> This inspection was made as a result of an anonymous complaint to our office <br /> and a request for our involvement by the San Joaquin Local Health District. <br /> This site comprises approximately 50-100 acres of land in the flood plain of <br /> the Mokelumne River, along the south bank of the river. A small levee offers <br /> some protection of the property from inundation during most of the year. At <br /> the time of our inspection we observed a 1-2 acre parcel covered with raw toma- <br /> to waste. This waste material appeared to have been recently dumped in large <br /> piles. The material had an offensive odor, and we noticed that the general <br /> area had many flies and other insects. Our inspection was made at about <br /> 10:00 a.m. , with the temperature about 60-65 OF. <br /> A large portion of the site (5-10 acres) is currently being utilized for dis- <br /> posal of Group 2 wastes, including wood, construction materials, foundry slag, <br /> paper, winery wastes, etc. About half of this material had a thin soil cover <br /> on top, and the rest of the material is uncovered. A portion of the site is <br /> smoking, and is apparently undergoing combustion. A very large area to the <br /> west of the industrial waste disposal area is being utilized for disposal of <br /> additional cannery waste. This waste appeared to have been spread recently <br /> over a large pasture. We observed a large number of flies throughout this <br /> area. <br /> We returned to the office, where we discussed our observations with Dario <br /> De Benedetti of Sanitary City Disposal Company, operators of the site. Mr. <br /> De Benedetti stated that the tomato waste was dumped at the site last Friday, <br /> 10-3-75, and that it has not been disced into the soil due to equipment break- <br /> down. He further stated that the company has utilized the site for disposal <br /> for Group 2 industrial wastes for a number of years without enforcement ac- <br /> tion by any regulatory agencies, and that the Health District has been aware <br /> of his site for some time. I stated that his site was not being operated in <br /> a satisfactory manner to preclude nuisance conditions, vector problems, and <br /> water quality problems. Mr. Pico stated that the site does not have a use <br /> permit from the County Planning Department, nor is it approved by the Health <br /> District for disposal of wastes. <br /> Mr. De Benedetti indicated that the problem with cannery wastes this year is <br /> that the canneries are generating much more waste than originally anticipated. <br /> As a result, Mr. De Benedetti's firm has not been able to accept further wastes <br /> at their other sites, and decided to spread wastes over their pasture land adja- <br /> cent to the river. He further stated that he would have these wastes disced <br /> into the soil within the next few days, where they will readily decompose. <br />
