Santa Fe Road,San.Joaquin County,CA <br /> A,PN 249-060-13 <br /> Dear Mr. McClellon: <br /> This letter report summarizes the waste characterization sampling performed at the subject site on <br /> September 30, 2005 and presents a.brief workplan for additional excavation. A site vicinity map is <br /> presented in Figure 1qW . <br /> The sampling was conducted to determine if the soil and ash waste excavated from a shallow <br /> burn/debris pit in the central portion of the property requires disposal as hazardous,waste. <br /> SITE ACTIVITIES <br /> On September 30, 2005, Mr. Anthony Scoma, an, experienced Ground. Zero Analysis, Inc. (Ground <br /> Zero)technician, supervised the excavation of shallow burn pit/debris pile in the central portion of the <br /> site (Figure 2). An estimated 110 tons of soil/ash/debris was excavated near a former residential <br /> building. The excavated materials was placed on and covered with plastic pending characterization <br /> through sampling and analysis. Mr. Scoma controlled fugitive dust emissions during excavation and <br /> stockpiling activities by wetting the excavation zone and stockpiled soil as necessary using a fireliose <br /> spray nozzle connected to a water truck. Excavating equipment was operated by Mr. Peter Palomino, <br /> the property owner, or one of Mr. palomino's employees. All persons involved in excavation and <br /> stockpiling activities were properly certified under 29CFR1910.120(e). <br /> The samples were collected in thin-walled brass cylinders. Approximately 3 inches of soil was <br /> removed from the immediate surface area where the sample was taken and the cylinder then pushed <br /> or pounded into the soil. No head space was present in the cylinder once the sample was collected. <br /> Latex gloves were worn during sampling to prevent cross contamination with other samples. The <br /> soil samples were quickly sealed in their brass sleeves with Teflon sheets and plastic caps and <br /> ® \\GZAFS\VOL_I\DATA\OROUNDZE\Palomino\soilpileresWt2_wp.doe <br />
