Santa Fe Road, San <br /> Joaquin County, CA APN 249-060-13. Observations made during site visit on <br /> July 7, 2006. <br /> The San Joaquin County Environmental Health Department(EHD)has received and reviewed the <br /> above referenced document. <br /> The EHD has the following comments: <br /> 1. The revised workplan cover letter item # 1 indicates that "engineering controls to be <br /> employed at the site (dust control via fire nozzle) will be sufficient to reduce <br /> employee exposures to or below the permissible exposure limit and, therefore, <br /> respirators will not be necessary. However, should dust become and issue, <br /> respirators would be used." <br /> The revised workplan cover letter item # 3 indicates that "a high pressure mister <br /> system at this site is inappropriate and will not be used". <br /> The EHD advises that appropriate dust masks/respirators be used during the site <br /> activites of handling the lead contaminated pile. Any failure to provide engineering <br /> controls from dust exposure will be documented and anything that appears to be a <br /> violation can be referred to Cal/OSHA. <br /> Additionally, it is EHD's position that the use of only a fire hose is inadequate for <br /> controlling dusts generated from the lead contaminated pile. The EHD advises that <br /> dust control methods be implemented by saturating the pile (with a fire hose) prior to <br /> any handling. Then during handling, a high pressure sprayer that emits fine mists be <br /> used for dust control to prevent employee exposure to fine dusts a00 powArs.z, <br /> Please note that any activities that create hazards or violate the Site Work Plan shall be stthjec4to <br /> ® enforcement action by the EHD and referral to appropriate regulatory agencies. <br /> <t <br />
