k" KLEINEELDER <br /> 1 INTRODUCTION <br /> California Clay Products operated a brick factory at a site in Stockton on El Dorado Street. <br /> Portions of the property were excavated for clay. The clay pit later was utilized as an inert waste <br /> landfill by California Clay Products. The property was split into two parcels in 1979 with <br /> portions of the disposal area residing on both properties. Cove Contractors, owners of the <br /> southern parcel, have been working with the regulatory agencies to formulate a closure plan for <br /> the on site landfill. Kleinfelder is the environmental consultant for Cove Contractors and has <br /> prepared a closure plan for the on site landfill that has received tentative acceptance from the <br /> regulatory agencies. Martin Metal Finishing is the owner of the northern parcel although due to <br /> financial issues, other parties now have a legal interest in the property and will be involved in <br /> future activities on the property such as closure of the on-site inert waste disposal area. It <br /> became apparent to the parties involved with the Martin Metal property that they may benefit <br /> from the permitting work pioneered by Cove Contractors and could possibly use the same <br /> approach to closure used by Cove Contractors. Kleinfelder was asked to prepare a scope of work <br /> for addressing closure of the inert waste disposal area on the Martin Metal property and to start <br /> the closure process with the regulatory agencies. <br /> An initial meeting was held on March 15, 1996 with the Central Valle Regional Water <br /> Valley g Quality <br /> Control Board (CVRWQCB) and San Joaquin County Environmental Health (SJCEH). The <br /> background of the site was discussed as was the approach to closure. The approach to closure <br /> consists of four elements: <br /> r <br /> 1. Develop a workplan for submission to the regulatory agencies describing the approach to <br /> closure and the field investigation to conduct a visual characterization of the waste as <br /> well as to estimate the lateral and vertical extent of the waste. <br /> 2. Conduct the field investigation. <br /> 3. Develop a closure plan for the disposal area using data from the field investigation and <br /> also propose to use the same final cap as was proposed for the Cove Contractors site. <br /> ' 4.
