t r <br /> URS <br /> Mr.Ross Atkinson <br /> May 15,2007 <br /> Page 2 <br /> In September 2006,a passive soil vapor extraction trench was installed at the site to control methane <br /> from leaving the site. During the activities to install the passive soil vapor extraction trench,the <br /> majority of the debris observed within the soil was wood debris. Other debris observed included the <br /> following: concrete,miscellaneous metal debris such as rebar,plastic piping, plastic sheeting,tires, <br /> and one 100-gallon steel tank.None of the materials typical of municipal solid wastes during the <br /> 1970s and 1980s,such as paper and paperboard products(e.g.,newspaper,books,magazines, <br /> corrugated boxes,and bags and sacks); glass products(e.g., glass containers such beer and soft drink <br /> bottles,wine or liquor bottles, and food bottles and jars); metal products(e.g.,appliances,furniture, <br /> batteries,containers such as beer or soft drink cans,and food cans);plastic products(e.g.,soft drink <br /> bottles,milk or water bottles, container,clothing,diapers, and footwear); food wastes; or yard <br /> trimmings were observed within the excavated materials during our activities. <br /> In December 2005,a vapor extraction pilot test was conducted to evaluate the feasibility of installing <br /> a permanent landfill gas extraction system. During this test,vapor samples were collected from the <br /> two extraction wells and analyzed for volatile organic compounds(VOCs).Analytical results for <br /> these samples showed that VOCs were present,and the total VOC concentration in each vapor <br /> extraction well was less than 5 ppmV. Based on these results,there was a potential for VOC <br /> constituents to be present in groundwater. <br /> In June 2006,URS installed three groundwater monitoring wells at the World Enterprises site <br /> (Figure 1)and began quarterly groundwater monitoring activities. Since June 2006,groundwater <br /> samples have been collected and analyzed for VOCs and since December 2006, groundwater <br /> samples have also been collected and analyzed for general minerals and metals. <br /> A letter dated February 20,2007 from the Regional Water Quality Control Board(RWQCB) <br /> identified the following eight constituents to be significant: aluminum, arsenic,barium, iron, lead, <br /> manganese,nickel, and total dissolved solids,based on their review of the December 2006 quarterly <br /> monitoring report. This letter requested Tandy Corporation to provide the following items: <br /> • Submit a work plan to investigate the horizontal and vertical extent of groundwater impacts with <br /> a time schedule by May 15,2007; <br /> • Submit a Site Groundwater Investigation Report by November 30,2007; and <br /> • Submit a groundwater monitoring plan with a time schedule by May 15,2007. <br /> Following the receipt of the February 20,2007 letter,Mr.Jay Kamine of URS contacted Mr. Ross <br /> Atkinson of the RWQCB and later met with Mr.Atkinson on April 16, 2007. The meeting was an <br /> opportunity to provide Mr.Atkinson with additional site information,to learn what cleanup <br /> requirements the RWQCB would likely impose at this site for the constituents identified in the <br /> February 20,2007 letter, and to discuss the RWQCB's objectives for their letter. <br /> RESPONSES TO RWQCB REQUIREMENTS <br /> The following three subsections provide responses to the RWQCB's three requirements identified in <br /> your February 20,2007 letter. <br /> K:\Wprocess\25532\WorldEnterprise\Misc.Correspondence\051507.doc <br />
