URS <br /> Mr.Ross Atkinson <br /> May 15, 2007 <br /> Page 3 <br /> Work Plan <br /> To date,we have collected and analyzed two quarters of groundwater samples for general mineral <br /> (total dissolved solids)and metals. Following the first set of groundwater samples,the RWQCB <br /> identified eight constituents of concern.For the second set of groundwater samples,none of these <br /> samples was found to be above the reporting limit of the analyses for two of the eight constituents of <br /> concern: aluminum and lead.At a site located approximately 4 miles south of the World Enterprises <br /> site,Defense Distribution Depot San Joaquin California, Sharpe Site,the highest background arsenic <br /> concentration of 0.7640 milligrams per liter(mg/L) is over one order of magnitude greater than the <br /> highest arsenic concentration of 0.0358 mg/L found at the World Enterprises site.Based on the <br /> discussions in our meeting, it is our understanding that the RWQCB has the most concern with lead <br /> and arsenic.Because lead and arsenic do not appear to be an issue at the World Enterprises site,the <br /> implementation of a field investigation to assess the horizontal and vertical extent of groundwater <br /> impacts does not appear to be an urgent need. <br /> To date, four quarters of groundwater level data have been collected. Based on these data,during <br /> three of the four quarters,the groundwater flow direction was generally from the southwest to <br /> northeast. During the remaining quarter, September 2006,the groundwater flow direction was from <br /> the northeast to the southwest. Due to the variation in the groundwater flow direction during the past <br /> year, we would like to collect additional groundwater level data prior to selecting the location of <br /> additional groundwater monitoring wells. <br /> Site Groundwater Investigation Report <br /> We plan to submit a Site Groundwater Investigation Report following the field activities to <br /> investigate the horizontal and vertical extent of groundwater impacts. <br /> Groundwater Monitoring Plan <br /> We are currently required by SJCEHD to submit quarterly monitoring reports for the World <br /> Enterprises site.These reports summarize groundwater monitoring activities and presents the results <br /> of these activities during the quarter. These reports have been submitted to the RWQCB and we plan <br /> to continue to submit them until they are no longer required. Currently;these reports are submitted <br /> one month after the end of a quarter(e.g.,this coming quarter will end on June 30,2007;the <br /> quarterly report will be submitted by July 31,2007). <br /> SCHEDULE <br /> The following three subsections provide the proposed schedule to the RWQCB's three requirements <br /> identified in your February 20, 2007 letter. <br /> Work Plan <br /> We plan to submit a work plan to the RWQCB by November 15,2007. <br /> K:\Wprocess\25532\WorldEnterprise\Misc.Correspondence\051507.doc <br />
