a i <br />KLEINFELDER <br />1 3.2 BACKGROUND ON THIS AREA OF CONCERN <br />Two parties are currently engaged in the transfer of ownership of the former Spreckels Sugar <br />Plant site in Manteca, California. In support of these negotiations, Kleinfelder was retained to <br />' assess the condition of the property relative to environmental impacts and geotechnical concerns. <br />Kleinfelder conducted a Phase I Environmental Site Assessment (ESA) of the property <br />(Kleinfelder Job No. 20-397801.P01, dated October 18, 1996). Several potential landfill sites <br />were located during the ESA. The presence of these sites added a degree of uncertainty to the <br />ownership transfer negotiations and Kleinfelder initiated a separate phase of work focused on <br />obtaining additional information about the landfill sites found during the ESA. The objective of <br />that phase of work was to confirm (or refute) the existence of the landfills, assess the lateral and <br />vertical extent of waste in the landfills, characterize the types of waste found in the landfills, <br />assess if releases to the environment have occurred from the landfills, and prepare <br />recommendations for mitigation ole any on site disposal areas. Results of the investigation are <br />contained in the report "Investigation of Suspected Landfill Locations, Phase I ESA <br />Recommendation No. 11. Former Spreckels Sugar Plant, Manteca, California" dated February <br />24, 1997. <br />The investigation revealed two disposal areas, one containing miscellaneous concrete rubble and <br />a small amount of a lime waste (Site Q disposal area), and the second containing construction <br />debris (Site C disposal area). Site B disposal area is approximately 11,000 square feet in area <br />and contains an estimated 2.800 cubic yards of debris, soil and lime. Site C disposal area has a <br />surface area of approximately 26.000 square feet and contains as estimated 8,600 cubic yard of <br />debris. <br />Soil samples collected beneath the Site C disposal area did not show evidence of contamination. <br />Methane gas was detected at hoth disposal areas in low concentrations. The highest <br />concentration was found in the Site C disposal area but that concentration was still below the <br />lower explosive limit for methane. Varying amounts of near surface rubble/debris was found in <br />other areas (Site A, Site D, Site E) but the debris does not appear to be extensive enough to be <br />classified as a disposal area. <br />This report is a summary of the debris removal of Sites B and C and well destruction of those <br />monitoring wells associated with monitoring these two disposal areas. <br />20-3978-03.w 36/2019766 Page 8 of 20 <br />© 1999_ Klcinlelder.
