KLEINEELDER <br />7 CONCLUSIONS AND RECOMMENDATIONS <br />Between June 11 and 18, 1999 disposal sites B and C were excavated. Soil and groundwater <br />samples were collected within the excavations and analyzed for selected analytes listed in <br />Section 5. On July 14, 1999 three of six monitoring wells were abandoned in the vicinity of <br />these two disposal sites. Three of the wells were not able to be located. The work was <br />conducted in southeast portion oi' the former Spreckels site located in Manteca, California (see <br />Plate 3). Based upon Kleinfelder's observations and the reported analytical results Kleinfelder <br />formulated the following conclusions and recommendations: <br />7.1 CONCLUSIO <br />1) Review of the analytical results, of three soil and two groundwater samples analyzed at <br />Disposal Sites B and C. show that reported levels were either non detect at or above <br />laboratory reporting limits or were below the regulated levels and PRGs summarized on <br />Table I under the "Tables T.ib" of this report. <br />2) Verbal authorization was given by Robert McCollum of the PHS/EHD that backfilling of <br />Disposal Sites B and C be conducted on July 16, 1999. <br />3) The debris material at the two disposal sites (B and C) appeared to be removed. <br />4) Debris removed from the two disposal areas were moved to construction debris stockpiles on <br />site for later disposal or recycling. <br />5) The slaked lime and lime material from Disposal Site B was hauled to the lime ponds [all the <br />lime in the lime ponds will be handled in accordance with the Waste Discharge Requirements <br />(WDRs) 4 97-204 for the lime ponds]. <br />6) Three of six monitoring wells MW -7, MW -9 and MW -11 surrounding the Disposal Areas B <br />and C, were successfully drilled out and grouted to the surface in accordance with the <br />PHS/EHD abandonment permit. The remaining three monitoring wells MW -8, MW -10 and <br />MW -12 were unable to be located and were likely destroyed during grading activities at the <br />site. <br />J <br />1 20-3978-03.
