Don Bowman <br /> Mecca Equipment Corp <br /> 5000 S.Airport Way Suite 205 <br /> Stockton,CA 95206 <br /> May 2,2000 the Environmental Health Division received a complaint that a business at the airport <br /> was burying waste, in pits on county property.The compliant was initially referred to <br /> the Solid Waste Program.Further investigation revealed that allegations hazardous <br /> waste was buried along with solid waste. The compliant was referred to the <br /> Hazardous Waste Program for joint investigation. <br /> May 16,2000 I received a telephone call from Don Bowman of Mecca Equipment Corporation. He <br /> stated that he wanted to start cleanup of the two pits and remove the waste that was <br /> previously buried there.He indicated that he has the equipment and would like to <br /> conduct the cleanup. I indicated that I would need to discuss this issue with Deputy <br /> District Attorney(DDA)David Irey. I informed him that I was not sure if he would <br /> be allowed to conduct the cleanup. <br /> May 16,2000 1 spoke with Deputy District Attorney David Irey. I informed him of the <br /> conversation with Don Bowman. I explained that Don Bowman was proposing to <br /> conduct the cleanup with his equipment and personnel. DDA David Irey explained <br /> that Don Bowman could conduct the cleanup as long as there was no hazardous <br /> waste buried there. A hazardous waste cleanup would need to be conducted by <br /> qualified,appropriately trained company. David Irey suggested that Don Bowman <br /> submit a work plan for review prior to starting any cleanup efforts. <br /> May 16,2000 I phoned Don Bowman and informed him that the cleanup could be conducted by his <br /> company provided that no hazardous waste was buried there. He stated that there <br /> was not any hazardous waste placed in the pits. I informed him that the <br /> Environmental Health Division would oversee the cleanup and if any Hazardous <br /> waste was found during the cleanup that the job would be stopped and the cleanup <br /> would have to be handled by a qualified cleanup contractor. I directed him to submit <br /> a work plan in regards to how he proposed to conduct the cleanup and where he <br /> proposed to take the waste.He stated that he would. <br /> June 5,2000 1 received the work plan from Mecca Equipment Corp. I reviewed the plan with <br /> Wilson to determine if the the plan would be adequate for the proposed clean up. The <br /> plan simple and rudimentary. The adequacy of the plan is acceptable considering the <br /> operation is not supposed to handle any hazardous waste.The plan does have some <br /> allegation that the waste debris was generated by discing the area for weed control. <br /> This seems to erroneous. <br /> June 5,2000 A meeting was held at the District Attorneys Office,Don Bowman and his attorney <br /> represented Mecca Equipment Corp,DDA David Irey represented the District <br /> Office,there was two interns from the District Attorneys that attended that meeting, <br /> Robert McClellon represented the EHD.The topic of discussion was the buried <br /> waste at the airport. Mr.Bowman indicated that his company was doing a favor for <br /> the airport by discing the weeds in an open field.Mr.Bowman claims that this <br /> process was turning up waste that company had buried. Mr.Bowman indicated the <br /> area was previously used as a dumpsite by the county.Don Bowman indicated that <br /> he had an agreement with Dan DeAngelis the manager to do some improvements in <br /> the area where the waste was buried. Don Bowman stated that he was going to bring <br /> in a concrete crusher and recycle some of the concrete waste that was left there by <br /> previous construction activities in exchange for rent of the property that he was <br />
