He had instructed his operator,Charles Williams to aig a <br /> hole and get some topsoil to construct a pad. Mr.Bowman stated that Mr. Williams <br /> decided that he would get rid of the waste that they had found while discing the area <br /> for weed abatement. The possible burial of hazardous waste was brought up. Don <br /> Bowman stated that they did not bury any hazardous waste at the airport.Mr. <br /> Bowman stated that all hazardous waste was taken to the airports hazardous waste <br /> storage area for disposal.Mr.Bowman stated that he knew that hazardous waste <br /> must have special handling and that he would not bury it.He stated that the airport <br /> allowed him to use the hazardous waste storage area. Mr.Bowman stated that they <br /> did crushed a number of empty drums and took them to a recycling facility. Mr. <br /> Bowman stated that he wanted to get started on the clean up. David Irey stated that <br /> if any hazardous waste was found during the clean up that a hazardous waste clean <br /> up company would have to complete the clean up. Mr.Bowman agreed. <br /> June 9,2000 A meeting was held to discuss the burial of waste issue at the Stockton Municple <br /> Airport,Don Bowman,Charles Williams and the Attorney for Mecca Equipment <br /> Corp.were representing Mecca Corporation.Mike Brooks and Dan DeAngelis were <br /> representing the airport David Irey and Elaine Antolin was there representing the <br /> District Attorneys Office Doug Wilson and Robert McClellon were representing the <br /> Environmental Health Division. The issue of who owned the waste that was buried, <br /> was discussed.Don Bowman indicated that the waste came from the field adjacent to <br /> the waste pits.He stated that his company was doing weed abatement for the county <br /> and was finding a lot of old airplane parts and metal waste.He stated that it was an <br /> old county dumpsite.He stated that they collected the waste and placed in a pile.He <br /> stated that his operator Charles Williams was digging a hole with the excavator to <br /> get some topsoil to build a pad for the recycling equipment and decided to be helpful <br /> and bury the waste.Don Bowman indicated that he had an agreement with the <br /> county to do some recycling of the concrete for rent of the ground to do it on.The <br /> airport officials indicated that they thought that some of the waste came from the <br /> hanger in which Yellow Cab Company,another company owned by Don Bowman, <br /> is now occupying.The airport officials indicated that they had an agreement with <br /> Mr.Bowman that they would supply one 20 yard bin to help clean out the hanger, <br /> but they felt that the 20 yard bin would not hold it all.They were confident that some <br /> of the waste came from the daily activities of the Don Bowman companies.The <br /> airport officials indicated that in no way did the airport have any agreement with <br /> Don Bowman that would allow him to dig on county property.Don Bowman and <br /> Charles Williams insisted that the waste removed from the airport hanger was <br /> properly recycled,or disposed and was not buried in the pits. They also insisted that <br /> the waste that was buried was not hazardous,but contained scrap metal,wood,old <br /> radio equipment and gauges. They insisted that any hazardous waste was placed in <br /> the airports hazardous waste storage area for proper disposal. There was an <br /> allegation that the scrap metal was taken to a metal recycling facility and was <br /> rejected due to the level of radioactivity. The metal was then brought back to the <br /> airport and buried. Don Bowman and Charles Williams indicated that they did not <br /> have any knowledge of the event. They maintained that none of the waste was from <br /> the Mecca Corp or Yellow Cab operational activities. David Irey asked Don <br /> Bowman where did they take the waste that did not get buried.Charles Williams <br /> stated that the scrap metal went to the recycling facility. The batteries were taken to <br /> a recycling facility in Lodi. David Irey asked if Mecca Corp.could provide proof <br /> that the waste was taken to the facilities. Charles Williams stated that they would <br /> have some of the receipts. Charles Williams stated that the facility in Lodi paid in <br /> cash and they spent the money on beer. Don Bowman indicated that he had sent a <br /> work plan to the EHD for the clean up. Don Bowman indicated that he would like to <br /> start the clean up soon. The meeting was concluded and a site visit was made <br />
