State Highway 4, which the Contractor may require in its operations. The City <br /> agrees to render its complete cooperation to the Contractor in acquiring the <br /> said means of access. The Contractor shall furnish at the Site whatever <br /> utilities, including light, power and domestic water, may be necessary to <br /> establish, operate and maintain said facility, without cost' to the City. <br /> 3. No later than one hundred and eighty (180) days after the <br /> purchase of the Site, acquisition of the easements and rights of way and the <br /> installation of the necessary utilities, Contractor will furnish at its own <br /> expense all labor, technical and consultation services, materials and equip- <br /> ment necessary for the establishment, operation and maintenance of a garbage <br /> and refuse disposal facility capable of disposing of all combustible materials de- <br /> posited at the facility by the City of Stockton or its contractual agents, except the <br /> following: <br /> a. Any piece of material exceeding one hundred (100) pounds in <br /> weight or five (5) feet in any one dimension, except that <br /> this limitation shall not apply to individual householders <br /> delivering their own materials to the Site in privately <br /> owned vehicles. <br /> b. Any material that is explosive, highly inflammable, or other- <br /> wise dangerous to life or injurious to the operation of the <br /> facility. <br /> Contractor shall complete the construction of the said facility within the <br /> time as set forth above in this paragraph and said construction and the sub- <br /> sequent operation and maintenance of said facility shall include, but not be <br /> limited to, the following: <br /> (A) Contractor shall furnish an incinerator or incinerators upon the <br /> Site which shall conform to the following requirements: <br /> (1) It shall incinerate any and all combustible material deposit- <br /> ed therein to a degree of inertness free from odor and/or infestation, resulting <br /> in a residue which is suitable for cover materials. <br /> (2) It shall not discharHe into the atmosphere from'any single <br /> source of emission any air contamination for a period aggregating more than <br /> three (3) minutes in any one (1) hour which is: <br />
