(a) As dark or darker in shade as that designated as No. 2 on the Ringelmann Chart, as published by the United States Bureau of Mines, or (b) Of such opacity as to obscure an observer's view to a degree equal to or greater than does smoke described in subsection (a) of this section. , (3) It shall comply with all State laws and all local ordin- ances and regulations applicable thereto which are in effect at the time said incinerator is installed on the Site. (4) It shall be a type of incinerator which can be altered to comply with all future State laws and all local ordinances and regulations which may become applicable thereto after its installation on the Site. 1-in the --vent that any such alterations become necessary they may be made pursu- \ (u i ant to agreement therefor by the Contractor and the City. If any such agree- ment is entered into such agreement shall provide that the Contractor and the i City shall each bear as equal share of the cost of any such alteration. (5) It shall perform in every respect in such a manner as will assure compliance with those rules and regulations relative to the performance of garbage and refuse disposal facilities adopted by the governing body of the Air Pollution Control District of the County of Los Angeles, as amended on the �,• f 8th day of March, 1956,(a copy of which is attached hereto, marked Exhibit "A" ' and incorporated herein by referenceland also with whatever applicable regula- tions may hereafter be promulgated by the Bay Area Air Pollution Control Dis- - rf trictrovided that such re ' p regulations no more stringent than said rules ,. ;,• and regulations incorporated herein as Exhibit "A" as above mentioned.\ (B) Contractor shall remove and dispose of all trees, brush and such other debris as may be.necessary for operation of the garbage and refuse ;1 Gf.. disposal facility on the Site. (C) Contractor shall construct and maintain all service roads upon the Site. (D) Contractor shall build and maintain all necessary trash fences to prevent paper, rubbish, and other refuse from being blown off the Site. (E) Contractor shall supervise'the dumping of all refuse and garbage upon the Site and designate the areas of dumping.
